10 cases of registration facilities having their certificates revoked from July 2026

Clause 1, Article 16 of Decree 89/2026/ND-CP Regulating conditions for business of motor vehicle inspection services; organization and operation of registration facilities; lifespan of motor vehicles (effective from July 1, 2026), stipulates that registration facilities are revoked their certificate of eligibility for inspection activities when violating one of the following cases:

a) Certificates of eligibility for motor vehicle inspection activities, certificates of eligibility for motorcycle and motorbike emission inspection activities issued due to forging dossiers, papers, and documents to be granted certificates;

b) Certificates of eligibility for motor vehicle inspection, certificates of eligibility for emission inspection of motorcycles and motorbikes that are intentionally erased or modified to distort the content;

c) Being temporarily suspended from inspection activities according to the provisions of Article 15 of this Decree from 03 times for 12 consecutive months;

d) Being administratively sanctioned 03 times or more according to the provisions of the Decree on sanctioning administrative violations of traffic order and safety in the field of road traffic; deducting points, restoring driver's license points for 12 consecutive months;

e) In a period of 12 consecutive months, there are 05 times registration inspectors have been temporarily suspended from registering inspector certificates or 03 times or more registration inspectors have had their registering inspector certificates revoked;

e) Amending vehicle data, inspection data, and renovation certification to legalize vehicle information and vehicle inspection results;

g) Not maintaining a department to handle tasks related to inspection dossiers and renovation certifications during the unit's temporary suspension or temporary suspension of inspection activities, except in cases of force majeure as prescribed by law;

h) Suspending inspection activities for more than 12 consecutive months;

i) Arrange people to perform inspection and certification of renovation who are not inspectors who have been granted professional certificates suitable for the work performed; assign inspectors at the same time in the day to simultaneously perform inspection and certification of renovation at 02 or more inspection facilities;

k) Registration facilities dissolved.

Thus, from July 1, 2026, registration facilities will have their certificates of eligibility for inspection operations revoked in cases according to the above regulations.
