How to calculate the time to consider awarding the title of Meritorious Teacher

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 2, Section II of Official Dispatch No. 5085/BGDDT-TCCB dated August 27, 2025 of the Ministry of Education and Training on the implementation of consideration for awarding the title of People's Teacher and Meritorious Teacher, guiding how to calculate time conversion as follows:

a) For managers at educational institutions who have not had enough time directly to provide training and teaching according to the minimum standards prescribed in Clause 1, Article 7 or Clause 1, Article 8 of Decree No. 35/2024/ND-CP, a table shall be prepared to calculate the conversion of the time holding the management position participating in training and teaching according to the provisions of Clause 7, Article 4 of Decree No. 35/2024/ND-CP (clearly state the number of years and months participating in training and teaching and rounded out by month).

b) Teachers who have spent enough time directly raising and teaching or more according to regulations do not need to calculate additional conversion time when being an educational institution management officer participating in raising and teaching according to the quota (if any).

c) The time for teachers and educational managers working in border areas, at sea, islands, and areas with particularly difficult socio-economic conditions as prescribed by the Government is multiplied by coefficient 02 as prescribed in Clause 4, Article 65 of the Law on Emulation and Commendation, clearly stating the months and years of work at units in border areas, at sea, islands, and areas with particularly difficult socio-economic conditions (attached with relevant documents).

Thus, the method of calculating the time to consider awarding the title of Meritorious Teacher is implemented as above.
