Instructions on how to calculate achievements to consider awarding the title of Meritorious Teacher

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 1, Section II of Official Dispatch No. 5085/BGDDT-TCCB dated August 27, 2025 of the Ministry of Education and Training on the implementation of consideration for awarding the title of People's Teacher and Meritorious Teacher, guiding how to calculate achievements in Decree No. 35/2024/ND-CP as follows:

a) The title of People's Teacher, Meritorious Teacher is a form of reward according to the criteria of accumulating achievements and using emulation titles (emulation fighters, excellent teachers...), forms of reward (Certificates of Merit at the level of ministries, departments, branches, provinces, Certificates of Merit of the Prime Minister, medals...), initiatives to serve as a standard, conditions for considering pedagogical talents, meritorious services and contributions and influence of teachers during their work.

Therefore, the consideration of achievements in rewarding the title of People's Teacher and Meritorious Teacher must be based on the specific standards and conditions stipulated in Decree No. 35/2024/ND-CP.

b) In case teachers, managers at educational institutions, managers at educational management agencies, and educational research officers who have retired under social insurance benefits between two considerations for consideration for awarding adjacent to the year of consideration for awarding (the 17th time - 2026) still lack standards on compiling thematic reports at conferences and seminars organized by ministries, departments, branches, provinces, departments or compiling training documents according to training programs at the ministerial, department, provincial, and organizing department levels; initiative authors recognized as effective in teaching or management, and capable of being replicated in ministries, departments, branches, and provinces, the standards are applied according to the provisions of Decree No. 27/2015/ND-CP dated March 10, 2015.

c) For heads, deputy heads of agencies, organizations, units, Chairmen of University Councils, Vice Chairmen of University Councils (if any); Chairmen of University Councils, Vice Chairmen of University Councils (if any); Directors, Vice Directors of universities, academies; Principals, Vice Principals of higher education institutions and equivalent appointed or recognized to hold management positions for less than 36 months or 03 school years from the time of submitting the application for consideration of the title of People's Teacher or Meritorious Teacher, it is not necessary to apply the collective achievements as prescribed in Clause 5, Article 7, Clause 5, Article 8 of Decree No. 35/2024/ND-CP; in the achievement declaration, it is recommended to clearly state that they are not subjects at Point II, Clause 2, Form No. 01 of Appendix No. 35/2024/ND-CP.

Thus, the method of calculating achievements for awarding the title of Meritorious Teacher is implemented according to the above instructions.
