Is it possible to use VNeID for temporary residence registration?

Clause 1, Article 1, Circular 66/2023/TT-BCA of the Minister of Public Security amending, Article 3 of Circular No. 55/2021/TT-BCA of the Minister of Public Security on receiving, resolving dossiers and notifying results of settlement of residence procedures as follows:

1. The receipt of residence registration dossiers (including temporary residence - PV) is carried out in the form of directly at the residence registration agency or online through the public service portal, VNeID application, other online public services according to the provisions of law.

3. In case of online residence registration, the person requesting residence registration declares information according to the pre-provided electronic form, posts a scan or photocopy of valid papers and documents (not required to be notarized, certified, digitally signed or authenticated in other forms) or cites documents from the Electronic Data Management Warehouse of organizations and individuals; pays fees through the online payment function or by other means in accordance with the law. After completing the application, the person requesting online residence registration is issued 01 administrative procedure dossier code to monitor, look up the progress of dossier resolution or receive information to supplement and complete dossiers when requested by the residence registration agency.

In case citizens post scans and photos of papers and documents without digital signatures or authentication in other forms, when the residence registration agency conducts inspection and verification to resolve residence procedures; citizens are responsible for presenting the posted papers and documents for the residence registration agency to check, compare and record accuracy in the verification record. The residence registration agency does not require citizens to submit them to preserve those papers.

5. In case the information and documents proving the conditions for residence registration have been shared and exploited from the national database, specialized database, the residence registration agency is not allowed to require citizens to submit or present those documents to resolve residence registration.

6. Notice of the results of settlement of residence procedures is made in the form of paper documents or electronic documents, SMS messages.

Thus, people are allowed to use VNeID to register temporary residence according to the above regulations.
