Article 4 of Circular No. 73/2024/TT-BTC regulating the collection, exemption, collection and payment of fees for issuing, changing and reissuing ID cards (effective from October 21, 2024) stipulates the following fee collection levels:
1. The fee for issuing, changing and reissuing ID cards is as follows:
a) Issuing and exchanging citizen identification cards for identity cards according to regulations in Clause 3, Article 21 of Decree No. 70/2024/ND-CP dated June 25, 2024 of the Government detailing a number of articles and measures to implement the Law on Identity Cards: VND 30,000/identification card;
b) Issuance and replacement of ID cards in cases specified in Clause 1, Article 24 of the Law on ID Cards: VND 50,000/ID card;
c) Re-issuance of ID cards for cases specified in Clause 2, Article 24 of the Law on ID Cards: VND 70,000/ID card.
2. From the effective date of this Circular until December 31, 2024, the fee for issuing, changing or reissuing ID cards shall be 50% of the fee prescribed in Clause 1 of this Article. From January 1, 2025 onwards, the fee prescribed in Clause 1 of this Article shall apply, except for the case prescribed in Clause 3 of this Article.
3. From January 1, 2025 to December 31, 2025, the fee when citizens submit applications for issuance, renewal or reissuance of ID cards online is 50% of the fee prescribed in Clause 1 of this Article. From January 1, 2026 onwards, the fee prescribed in Clause 1 of this Article will apply.
Accordingly, the fee for issuing, changing, and reissuing ID cards ranges from 30,000 VND to 70,000 VND. In case of submitting the application for issuing, changing, and reissuing ID cards online from January 1, 2025 to December 31, 2025, the fee for issuing, changing, and reissuing ID cards will be 50% of the above fee.
