Decree No. 282/2025/ND-CP (effective from December 15, 2025) stipulates as follows:
Article 24. Violating regulations on management and use of uniforms, badges, badges, signs, and certificates of forces participating in protecting security and order at the grassroots level
1. Fines from VND 500,000 to VND 1,000,000 for illegal storage, use or illegal possession of uniforms, badges, badges, signs, and certificates of forces participating in protecting security and order at the grassroots level.
2. Fines from VND 3,000,000 to VND 5,000,000 for illegal purchase, sale, or pledge of uniforms, badges, badges, signs, and certificates of forces participating in protecting security and order at the grassroots level.
3. Fine from VND 5,000,000 to VND 10,000,000 for one of the following acts:
a) Illegal production or forgery of uniforms, badges, badges, and signs of forces participating in protecting security and order at the grassroots level;
b) Deleting or correcting the content of the certificate of the force participating in protecting security and order at the grassroots level.
4. Additional penalty:
Confiscation of exhibits and means of administrative violation for violations specified in Clauses 1 and 2, Point a, Clause 3 of this Article.
5. Remedial measures:
a) Forced return of illegal profits obtained from committing a violation of the provisions of Clause 2, Point a, Clause 3 of this Article;
b) Forced return of a certificate of the force participating in protecting security and order at the grassroots level for the violation of the provisions of Point b, Clause 3 of this Article.
Thus, the act of forging uniforms, badges, badges, and signs of forces participating in protecting security and order at the grassroots level will be subject to a fine of VND 5,000,000 to VND 10,000,000. In addition, violators are allowed to confiscate exhibits and means of administrative violation for the violation; forced to return the illegal profits gained from the violation.
