Cases of teacher mobilization under new regulations

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 1, 2, Article 17 of the 2025 Law on Teachers (effective from January 1, 2026) stipulates that teacher mobilization is carried out in the following cases:

a) Arrange teachers due to rearrangement of educational institutions or solve the situation of teacher surplus and shortage;

b) Resolve policies for teachers after the end of their time mobilized to work in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions;

c) Support to improve the quality of teaching, education, and management of educational institutions;

d) According to the requirements and professional tasks of the educational management agency.

2. The principles of teacher mobilization are stipulated as follows:

a) The transferred teacher must meet the requirements of the job position he/she will take on;

b) Teacher mobilization work must be carried out publicly, transparently, objectively, and in accordance with the provisions of law.

Thus, from January 1, 2026, the transfer of teachers will be carried out according to the above regulations.
