Regulations on training to grant driving licenses to people with disabilities

The Lao Dong Newspaper Legal Consulting Office replied:

Article 11 of Circular 14/2025/TT-BXD of the Ministry of Construction (effective from September 1, 2025) Regulates driver training; training, testing, and granting certificates of training in road traffic law, regulations on training to grant A1 and B driving licenses, automatic number transfer for people with disabilities as follows:

1. Training for A1 driving class for people with disabilities to drive three-wheeled motorbikes for people with disabilities:

a) Driving learners choose the form of driving training as prescribed in Clause 1, Article 4 of this Circular;

b) Driving learners must be trained on a driving practice vehicle for people with disabilities according to the Government's regulations on driving training and testing activities; must study the full content and program as prescribed in Article 5 of this Circular.

2. Training for automatic driving class B drivers:

a) Training a Class B driver to automatically transfer the number to a person with a disability in the right foot or right hand or left hand:

Driving learners are allowed to choose the form of driving training according to the provisions of Clause 2, Article 4 of this Circular;

Driving learners must be trained on a driving practice vehicle for people with disabilities according to Government regulations on driving training and testing activities; must study all the contents and programs as prescribed in Article 6 of this Circular and be replaced by training on a car driving practice cabin with training on a driving practice vehicle;

b) Training B-class drivers to automatically transfer numbers to people with disabilities, except for the cases specified in Point a, Clause 2 of this Article:

Driving learners are allowed to choose the form of driving training according to the provisions of Clause 2, Article 4 of this Circular;

Driving learners must be trained on automatically transferred class B driving practice vehicles; must study all the contents and programs as prescribed in Article 6 of this Circular.

Thus, from September 2025, training to issue A1 and B driving licenses for automatic shifting numbers for people with disabilities is regulated as above.
