Article 15, Circular 116/2026/TT-BCA of the Ministry of Public Security detailing a number of articles and measures to implement the Law on Residence (effective from July 1, 2026) stipulates the declaration of temporary absence as follows:
1. Temporary declaration of absence for cases specified in points a, b, clause 1, Article 31 of the Law on Residence shall be carried out in one of the following forms:
a) Through the National Public Service Portal;
b) Through the National Identification Application (VNeID).
2. Temporary declaration of absence for cases specified in points c and d, clause 1, Article 31 of the Law on Residence shall be carried out in one of the following forms:
a) Through the phone number, electronic information page of the residence registration agency or the email address notified or posted by the residence registration agency;
b) Through the National Public Service Portal, National Identification Application (VNeID).
3. If the person who must declare temporary absence falls into the cases specified in points a, b, clause 1, Article 31 of the Law on Residence is a minor, then the father or mother or guardian is responsible for carrying out the procedure for temporary declaration of absence.
4. The residence registration agency is responsible for reviewing and updating temporary absence information for citizens who are performing obligations in the People's Police; coordinating with the military command of the same level to review and update temporary absence information for citizens who are performing obligations in the People's Army into the Residence Database.
5. The residence registration agency is responsible for notifying or publicly listing the phone number, email address, website address of the residence registration agency (if any), National Public Service Portal, National Identification Application (VNeID) to receive temporary absence declarations.
Thus, from July 1, 2026, temporary absence declaration will be carried out as above.
