The authority to sign documents of the Chairman of the People's Committee at the commune level according to the new regulations

The Lao Dong Newspaper Legal Consulting Office replied:

Article 15 of the Model Working Regulations of the People's Committees of communes, wards, and special handling areas attached to Decree 315/2025/ND-CP (effective from December 8, 2025) stipulates the authority to sign the document as follows:

1. The Chairman of the People's Committee at the commune level signed the following documents:

a) Decision of the People's Committee at the commune level; submission, report, administrative document of the People's Committee at the commune level sent to the superior state agency, the Party Committee at the commune level and the People's Council at the commune level;

b) Other decisions and administrative documents under the authority as prescribed by law.

2. The Vice Chairman of the People's Committee shall sign in place of the Chairman of the People's Committee at the commune level the documents in the assigned areas. When the Chairman of the People's Committee at the commune level is absent, 01 Vice Chairman of the People's Committee at the commune level assigned by the Chairman of the People's Committee at the commune level to manage the activities of the People's Committee at the commune level shall sign on behalf of the Chairman of the People's Committee documents under the authority of the Chairman of the People's Committee at the commune level.

3. The Chief of Office signs the order of the Chairman of the People's Committee at the commune level to sign a document announcing the conclusion of the Chairman and Vice Chairman of the People's Committee at the meeting of the People's Committee at the commune level and other documents and papers assigned by the Chairman of the People's Committee at the commune level.

4. Do digital signatures to ensure quick, timely work resolution, anytime, anywhere.

Thus, the authority to sign documents of the Chairman of the People's Committee at the commune level is prescribed as above.
