New regulations on the number of Vice Chairmen of Commune People's Committees

The Government stipulates an average of no more than 2.5 Vice Chairmen of the People's Committee for each commune-level administrative unit.

The Government has just issued Decree No. 300/2025/ND-CP stipulating the framework for the number of Vice Chairmen of the People's Committee, the number and structure of People's Committee members; the order and procedures for proposing to approve the results of the People's Council electing, dismissing, and removing Chairmen and Vice Chairmen of the People's Committee.

Notably, the Decree clearly states that the average of no more than 2.5 Vice Chairmen of the People's Committee for each commune-level administrative unit. Based on this total number, the People's Committee at the provincial level will decide on the specific number of Vice Chairmen of the People's Committee for each commune, ensuring that it is suitable for the natural area, population size, classification of administrative units, socio-economic development level and practical situation of the locality.

In addition, the Decree also determines the members of the People's Committee at the commune level, including heads of specialized agencies under the People's Committee at the commune level, members in charge of military affairs and members in charge of public security.

The number of heads of specialized agencies is implemented according to current Government regulations on the organization of specialized agencies in communes, wards and special zones.

Previously, in Official Dispatch No. 3308/BNV-CCVC, the Ministry of Home Affairs issued instructions on the arrangement and assignment of leaders and managers of the new commune-level People's Committees.

Regarding the arrangement of cadres and civil servants in leadership and management at the commune level, the Ministry of Home Affairs directs to ensure that they meet all standards and conditions according to relevant instructions of the Politburo, the Government Steering Committee and specific local regulations on standards and criteria for selecting cadres when arranging.

The Ministry also proposed to prioritize the arrangement and selection of cadres with leadership capacity, state management experience, innovative and creative thinking, daring to think, daring to do, daring to take responsibility for the common cause to take on leadership and management positions of the People's Committee and specialized agencies under the new commune-level People's Committee, especially the position of Chairman of the People's Committee.

The Ministry of Home Affairs explains that the workload and task requirements of the new commune level are very large when implementing the 2-level local government model and promoting decentralization and delegation of power.

Finally, the Ministry of Home Affairs also requires timely review of the personnel plan of the newly established commune level; in case the cadres and civil servants expected to be arranged and assigned do not meet the requirements of the task, mobilize and increase cadres and civil servants with capacity and experience in leadership and management from the provincial to the commune level.
