Standards for enjoying scholarships in strategic technology

Article 5 of Decree No. 179/2026/ND-CP stipulates scholarship policies for learners of basic sciences, key techniques and strategic technology (effective from July 15, 2026) stipulates the standards for enjoying scholarships as follows:

1. Students who are admitted to the talent training program at all levels of higher education belong to the list of talent training programs approved by the Ministry of Education and Training.

2. Students who are admitted to the bachelor's and engineer training programs on semiconductor microchips are on the list of training programs approved by the Ministry of Education and Training.

3. Students who are admitted to the bachelor's and engineer training programs in majors belonging to the group of majors specified in Article 3 of this Decree, who meet one of the following conditions:

a) Winning first, second, and third prizes in the national or international excellent student selection exam for high school students according to the regulations of the Ministry of Education and Training; the time of winning prizes is no more than 03 years up to the time of consideration;

b) Total score of Math and two of Physics, Chemistry, Biology and English subjects of the high school graduation exam from 22.50 or higher on a 30-point scale excluding priority points, bonus points and admission belonging to the group of 30% of candidates with the highest admission scores in the same training major group nationwide in the general admission round of the year.

4. The learner who is admitted to the integrated training program with a master's degree meets the regulations in Clauses 2 and 3 of this Article.

5. Students are entitled to scholarships when they are admitted to the master's and doctoral training programs on semiconductive microchips under the list of training programs approved by the Ministry of Education and Training or admitted to the master's and doctoral training programs in the form of full-time formal training for majors belonging to the groups of majors specified in Article 3 of this Decree.

6. Students continue to receive scholarships when they are not disciplined from a reprimand or higher in the scholarship consideration period and meet the requirements:

a) For students of bachelor's, engineer, and integrated training programs: average accumulated academic results of previous academic years reaching good or higher and accumulating at least 24 credits after the first academic year, at least 28 credits in one academic year from the second academic year;

b) For students of master's training programs, integrated training programs: after the first year, accumulate at least 40% of the total number of credits of the training program, have an accumulated average score of at least 3.0 or higher on a scale of 4 and have research and scientific publication results according to the regulations of the training institution;

c) For doctoral research students: have research results and scientific publications according to the regulations of the training institution.

7. Students who receive scholarships under this Decree are not allowed to transfer to majors or training programs that are not eligible for scholarship policies as prescribed in Article 3 of this Decree, except for objective or force majeure reasons as prescribed by the training institution. In case of transferring majors or training programs leading to no longer being eligible for scholarship policies, they must return to the state budget the part of the scholarship funds that have been supported through the training institution.

8. The maximum scholarship period for each training level is equal to the standard training time of the training program.

Thus, from July 15, 2026, to receive scholarships for basic science, key engineering and strategic technology majors, it is necessary to meet the above standards.
