According to the official dispatch, implementing Official Dispatch 11776/BNV-CQDP in 2025 of the Ministry of Home Affairs on guiding a number of contents of organization and operation of villages and residential groups to ensure stability of the political system at the grassroots level and serve the work of preparing for the election of National Assembly deputies of the XVI term and deputies of People's Councils at all levels for the 2026 - 2031 term, the Provincial People's Committee requests the People's Committees of communes and wards to implement a number of contents on organization and operation of villages (hamlets), residential groups.

In which, regarding the term of office of the Village Head (hamlet), Head of Residential Group: As stipulated in Clause 5, Article 16 of Decision 37/2019/QD-UBND in 2019 of the People's Committee of Cao Bang province promulgating regulations on the organization and operation of hamlets and residential groups in Cao Bang province, the term of office of the Village Head, Head of Residential Group is 2.5 years.

Based on the situation of task implementation, in order to better serve the election work and ensure stability and continuity in the organization and operation of villages (hamlets), residential groups, the Provincial People's Committee requests the Chairmen of People's Committees of communes and wards to extend the term of office of village heads (hamlets), residential group leaders under their management until there are Government regulations on arranging villages (hamlets), residential groups according to the Conclusion of the Politburo and the Secretariat.

Thus, the decision to extend the term of Village Head (hamlet), Head of Residential Group of Cao Bang province for more than 2.5 years until there is a regulation of the Government on arranging villages (hamlets), residential groups according to the Conclusion of the Politburo and the Secretariat.

Based on the practical conditions of the locality, personnel situation and the time of end of term of village heads and residential group leaders, People's Committees of provinces and cities direct the Chairmen of People's Committees of communes, wards, and special zones to carry out the consolidation of titles of village heads and residential group leaders according to current regulations.

In case it is necessary to serve the election work or to ensure stability and continuity in the organization and operation of villages and residential groups, the People's Committee of the province or city shall consider and decide on extending the term of village heads and residential group leaders in the province or city or direct the Chairman of the People's Committee of communes, wards, and special zones to consider and decide to appoint temporary village heads and residential group leaders to ensure the maintenance of operations.

The term of extension or the term of appointment of village heads and temporary residential group heads is implemented until there are regulations from the Government on the arrangement of villages and residential groups according to the Conclusions of the Politburo and the Secretariat.
