At the regular press conference on the afternoon of May 14, representatives of the Ho Chi Minh City Department of Culture and Sports (Ho Chi Minh City Department of Culture and Sports) responded regarding the fact that some individuals who are YouTubers, Facebookers... in cyberspace show signs of abusing statements, posting content insulting artists to create attention.
According to the Ho Chi Minh City Department of Culture and Sports, current law has quite clear regulations on the responsibilities of organizations and individuals when participating in activities in the digital environment.
This agency cited the 2018 Law on Network Security, Decree 147/2024/ND-CP and Decree 15/2020/ND-CP, which stipulate that all Vietnamese and foreign organizations and individuals participating in or related to the provision and use of information on the network must comply with Vietnamese law.
Representatives of the Department emphasized that providing information on YouTube, Facebook or other social networking platforms is not outside the scope of legal regulation.
The law stipulates its general application to all organizations and individuals participating in cyberspace activities," said a representative of the Ho Chi Minh City Department of Culture and Sports.
In addition to legal regulations, the Ministry of Culture, Sports and Tourism has also issued a Code of Cultural Conduct in the Digital Environment, applicable to many groups of subjects, including individuals, businesses providing digital platforms, press agencies, media companies and influencers on social networks.
For cases showing signs of taking advantage of social networks to insult others, attack artists or make negative statements affecting society, the Ho Chi Minh City Department of Culture and Sports said that depending on the nature and severity of the violation, functional agencies will consider administrative or criminal handling according to legal regulations.
For acts showing signs of abusing statements, attacking artists online, depending on the nature and severity, competent authorities will consider administrative handling or may also criminally handle them," a representative of the Ho Chi Minh City Department of Culture and Sports stated clearly.
This response was issued after some cases of YouTuber Le Minh and Facebooker Thanh My were reflected in posting videos and livestreams with content attacking artists and their relatives using offensive words, even dragging on many sensitive issues to attract attention on social networks.
Accordingly, the fact that some social media accounts own hundreds of thousands to millions of followers but continuously post negative content, inciting controversy is creating a significant impact on the cultural environment in cyberspace.
Representatives of the Ho Chi Minh City Department of Culture and Sports said that in the past time, this agency has coordinated with relevant units to promote propaganda and dissemination of laws to artists, artistic workers as well as organizations participating in performance and media activities.
In the coming time, the department will continue to coordinate with functional agencies to strengthen management of activities in the digital environment, strictly handle violations, contributing to building a healthier and more civilized network environment.
