The 14th National Party Congress was very successful, opening a new stage of development with a long-term vision and high political determination, as General Secretary and President To Lam emphasized: This is an important transition step of the revolutionary cause, affirming the Party's bravery and wisdom in orienting the future of the nation. In that flow, the press, publishing and artists, intellectuals are the ones who carry the mission of unleashing, creating, leading, connecting to create unity between the will of the Party and the aspirations of the whole nation; consolidating the people's belief in the Party, arousing patriotism, self-reliance, self-strengthening spirit, determination to turn policies into actions and specific results. To realize that important goal, the movement of the entire political system is a necessary condition, but consensus in awareness and creative breakthroughs of intellectuals, artists, journalists, and publishers are important factors and great motivations for the Resolution to truly penetrate and have strong vitality in life.

Implementing Directive No. 01 of the Politburo on researching, studying, and thoroughly grasping the Resolution of the 14th National Congress, today's Conference is organized specifically for intellectuals, artists, journalists, and publishers, which is an affirmation of the position, role, concern, and great expectations of the Party and State for the comrades - the main force, shock force, pillar in the ideological, cultural, scientific and technological work of our Party and State. Thank you very much to the Central rapporteurs for presenting 04 very comprehensive, concise, succinct, and profound topics.
To make the implementation of the Resolution in our field truly effective and non-formal, it is proposed that comrades pay attention to some of the following requirements:
First, it is proposed that Party committees, leaders of press and publishing agencies, Associations and specialized associations need to identify studying the Resolution as not only a key political task of 2026, but also a task throughout the term. Not simply issuing guidelines, plans, and building action programs, but each Party committee member, each leader needs to deeply understand the ideology, spirit of innovation, strategic goals, key tasks, and breakthrough solutions in the Resolutions to thereby organize drastic, creative, and effective implementation into the specific characteristics of each field. Each journalistic product, each book, each artwork or scientific work born in this period must carry in itself the spirit of the Resolution, the "breath" of life, reflecting the aspirations of the entire nation, towards humanistic values, rich in Party spirit and practically serving the People.
Second, the Resolution of the XIV Congress clearly identified the key tasks and requirements for journalism, publishing, culture and arts, and science and technology. They are:
For the press and publishing force: We need to be determined to build a professional, humane and modern press and publishing. This is the goal, task, and operating principle of the press and publishing in the current period. The guiding and managing agencies of the press and publishing need to strongly shift from the "management" mindset to the "development creation" mindset, and must create a new development space for the press and publishing to fulfill their mission of leading and orienting information, contributing to fostering the national knowledge foundation and creating social value. Press agencies must perform well the function of information and propaganda "correct, fast, good and sharp", playing a pioneering, pillar, and shocking role on the Party's ideological front; publishers must produce publications worthy of the changes of the country. Along with the content, it is necessary to promote comprehensive digital transformation to grasp and master the media space, contributing to protecting the Party's ideological foundation with scientific and persuasive arguments; must become a force to build trust, encourage aspirations for development, and contribute to realizing the goal of building a strong, prosperous, and lasting Vietnam in the era of national rise. Party committees, Party organizations, press agencies, and publishing houses pay attention to leading, directing and effectively implementing Directive No. 04-CT/TW dated March 17, 2026 of the Secretariat on strengthening the Party's leadership over publishing activities in the new situation and Directive No. 05-CT/TW of the Politburo on strengthening the Party's leadership over press and media in the cyberspace in the new situation.
For the force of artists and writers: Resolution No. 80 of the Politburo clearly stated that culture must be placed on par with economy and politics; culture is the foundation, people are the center. The team of artists and writers is the ones who "build and nurture the soul" of the nation, "ignite the fire" of the people's aspirations. Therefore, there needs to be a mechanism to further promote the contributions and dedications of the team of artists and writers in implementing the 2 strategic goals of "100 years". I propose that artists and writers continue to participate more and more directly to realize the contents on culture mentioned in the resolution; have more works and cultural works with sustainable and long-lasting spread, that will last forever, gathering the strength of great unity, enriching the national value system, cultural value system, family value system and standards of Vietnamese people. Focus on promoting the development of the cultural industry, so that artworks are not only for enjoyment but also a driving force for economic development, spreading cultural values.
For intellectuals and scientists: Resolution 57 of the Politburo has affirmed that science and technology are the main driving force of growth, and the team of intellectuals and scientists is the most important factor for effectively implementing Resolution 57. It is necessary to research and boldly propose removing "bottlenecks" in management, investment and autonomy mechanisms for research and application of science and technology. It is necessary to build an environment for intellectuals and scientists to be free to create and contribute. Science and technology must solve practical problems of digital economy, green economy, circular economy, contributing to bringing labor productivity and the country's growth rate to the "2-digit" level as set out targets.
Third, it is necessary to pay attention to the human factor in implementing the above resolutions. This is the breakthrough stage of every breakthrough. All of the above goals will be difficult to become reality if we do not have a team of press, publishing, intellectuals, and artists who are dedicated and qualified. Pay attention to building a superior "trick of treating talents" mechanism, especially for leading experts and young talents. Uphold professional ethics, social responsibility and freedom of creativity within the framework of law and national interests, and at the same time, there must be worthy treatment to attract talents to these important fields.
Fourthly, resolutions only truly go into life when they are concretized by action programs, projects, and schemes with clear addresses, completion times, and specific measures of effectiveness. I propose that agencies and units urgently develop specific plans and implementation programs; strengthen inspection, supervision, and periodic evaluation. The results of implementing the Resolution are the most accurate measure of the thinking, methods of leadership and administration, and enthusiasm, feelings, and responsibility of the Party organization, of each cadre, party member, of each artist, intellectual, journalist, and publisher.
Fifth, respectfully requesting provincial and city Party committees, Party committees directly under the Central Government in the process of implementing the Resolution of the XIV Congress and the Resolution of local and unit Party committees, to pay attention to leading and directing the development of appropriate guidelines, mechanisms, and policies to create conditions to best promote the capacity, intelligence, and enthusiasm of artists, intellectuals, and the team of people working in journalism and publishing to serve the development of the country and in each locality and unit.

In the Document of the 14th Party Congress and the directing speech of Comrade General Secretary, President To Lam always emphasized: Our country is facing the threshold of historical opportunities but also many challenges that require revolutionary and scientific breakthroughs, promptly removing bottlenecks and knots in basic areas of social life. With that meaning, the Central Propaganda and Mass Mobilization Committee believes that the team of journalists, publishers, artists, and intellectuals will be pioneers in implementing and concretizing the Resolution. So that each page of writing, each artwork, and each scientific work have the strength to appeal and encourage patriotism, self-confidence, self-reliance, self-strengthening, and aspiration to build a prosperous, civilized, and happy country.
