Ninh Binh Provincial People's Committee has just issued a plan to implement Resolution No. 02-NQ/TU dated December 24, 2025 of the Provincial Party Committee Standing Committee on strengthening the Party's leadership over vocational training and job support for young people who are non-commissioned officers and soldiers who have completed military service and participated in the People's Police force and returned to their localities in the period 2026 - 2030.
According to the plan, the Provincial People's Committee sets a target of 100% of demobilized youth being propagated, consulted, and career-oriented before returning to their localities. At the same time, striving for at least 60% of young people to be supported with vocational training and at least 70% of people in need after training to be introduced and create suitable jobs.
The Provincial People's Committee set out key tasks: promoting propaganda, career counseling, vocational training and job support for demobilized youth returning to their localities; expanding training professions, strengthening facilities, improving the quality of education and conditions, supporting vocational training, creating jobs for demobilized youth; supporting vocational training for demobilized youth; supporting job creation for demobilized youth.
In addition, implementing policies to support demobilized youth workers to borrow capital from central and local capital sources, through the Social Policy Bank to work abroad under labor export contracts or to develop production, business, and start-ups in accordance with regulations.
The Provincial People's Committee assigned the Provincial Police and the Provincial Military Command to preside over and coordinate with the Department of Education and Training, the Department of Home Affairs, and agencies and businesses in the province to proactively review and summarize the vocational training needs of young people during their military service, the labor use needs of agencies and businesses at home and abroad to advise young people to choose a career suitable to their capacity and qualifications and labor recruitment needs, ensuring vocational training and job support for demobilized youth achieve the highest efficiency.
Through these activities, businesses in industrial zones and clusters will have conditions to directly recruit, contributing to improving the efficiency of job creation, while improving the quality of human resources and effectively implementing the military rear policy in the province.
