At the official session of the congress (8.), delegates focused on evaluating the results of the 2020-2025 term, pointing out limitations, causes, drawing lessons and setting goals and tasks for the new period.
In the past term, with 65 grassroots Party organizations and 2,565 Party members, Hoa An achieved many outstanding results: budget revenue grew by an average of 34%/year, in 2025 it reached 2,305.9 million VND; completed 16/19 new rural criteria; had 6 OCOP products with 3 stars or more; the face of rural and urban areas improved.

The Public Administration Service Center operates effectively; the work of building the Party, government, the Fatherland Front and mass organizations is implemented synchronously, improving the leadership capacity and fighting strength of grassroots party organizations; people's lives improve, the poverty rate decreases, national defense and security are strong.
Entering the new term, with the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", Hoa An aims to become a dynamic development area with synchronous transport infrastructure by 2030, effectively connecting with Thuc Phan - Hoa An - Truong Ha, exploiting the maximum potential of agriculture, urban and tourism.
The commune identified two key tasks: building modern urban and rural infrastructure and promoting the application of science - technology, expanding agricultural consumption linkages; at the same time, focusing on two breakthroughs including digital transformation and developing tourism - services associated with preserving and promoting national cultural identity.


Notable outstanding goals set by the Party Committee include striving to build 2 schools that meet national standards, the Na Ten ecological island project (calling for socialization with a capital of over 200 billion VND). The project is expected to create jobs for about 300 local workers.
Speaking at the Congress, Mr. Nong Thanh Tung - Head of the Propaganda and Mass Mobilization Department of Cao Bang province - emphasized the goal of building Hoa An for sustainable development, becoming the regional center of the province.

The Congress elected the Executive Committee for the 2025-2030 term and passed the Resolution with 100% consensus.
Hoa An commune was established on the basis of merging Nuoc Hai town, Dai Tien and Hong Viet communes, with a total area of 9,702.94 hectares, with more than 23,000 people, including 42 hamlets and residential groups with 5,024 households, the second largest population in the province.
