On July 9, Chairman of Lao Cai Provincial People's Committee Tran Huy Tuan had a working session with the provincial departments, branches and sectors on site clearance for the Lao Cai - Hanoi - Hai Phong Railway Project, the section passing through the province.
According to the report, the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project has a total main route length of 390.9km, the section passing through Lao Cai province is 143.29km long.
The starting point is at the rail connection point with China, the end point is in Au Lau ward, Lao Cai province. The line has 18 stations (3 train stations, 15 mixed-use stations) and 13 technical work stations. Of which, in Lao Cai province, there are 4 stations and 5 technical processing stations.

The total cost of site clearance through Lao Cai province is about VND 8,229 billion. To implement the Project, the total expected land acquisition area is about 1,453.18 hectares.
The total number of households needing to be resettled is about 2,089 units. The total number of affected households is 5,181 households. There are 104 projects operating in Dong Pho Moi Industrial Park, 2 Industrial Clusters (Dong Pho Moi, Son Man - Van Hoa) that must be relocated to serve the construction of the new Lao Cai station.
To date, the locality has completed the measurement of 143.29km; counted and counted 1,196/1,887 households, 54/104 production facilities, and issued land reclamation notices for 841/1,887 cases (in the old Lao Cai province).

In the province, there are 45 resettlement areas focused on site clearance (there are 3 areas under construction); the remaining resettlement areas are undergoing investment preparation, expected to start construction as soon as possible.
The work of moving and arranging production facilities in industrial parks and clusters is also being urgently carried out.
At the Conference, delegates analyzed the difficulties in the implementation of the Project in the province such as: the scope of site clearance extending along the route, affecting many residential areas with different living characteristics and cultures.
At the same time, farming practices and travel distances from housing to production also need to be studied to facilitate people; production facilities expected to be relocated have some large-scale works... causing difficulties in the work of developing compensation and support plans and resettlement.
In addition, the route and site clearance scope documents have changed compared to the previously handed over boundaries, leading to localities having to organize additional measurement and statistics, counting, affecting the overall site clearance progress of the Project...
Concluding the working session, Mr. Tran Huy Tuan - Chairman of the Provincial People's Committee requested units to continue to focus on implementing assigned tasks, especially site clearance and construction of resettlement areas to ensure the project's commencement progress on December 19, 2025 in accordance with the direction of the Prime Minister.
