Completing infrastructure, stabilizing population, expanding livelihoods
With a starting point in the group of mountainous provinces with many difficulties, Cao Bang always considers the effective integration of ethnic policies as an important solution to improve the quality of life of the people. The work of reviewing beneficiaries, providing technical guidance on farming techniques, and providing credit support has been implemented consistently from the province to the grassroots. People are advised on appropriate production models, boldly changing jobs on the basis of exploiting the unique advantages of each locality.
In the period of 2021 - 2025, Cao Bang was allocated more than VND 5,776 billion by the Central Government for the 1719 Program. This resource will be used to implement 10 component projects, 14 sub-projects and more than 60 key activities, focusing on building essential infrastructure, stabilizing population, developing production, ensuring social security and preserving culture associated with tourism development.
Many infrastructure works put into use have created clear changes: 70% of villages and hamlets have hardened car roads to the center; 100% of health stations have been solidified; 80% of villages have community activity houses. The province also provided 13,000 water tanks, completed 53 centralized domestic water projects, and arranged stable residents in many key areas.
Thanks to synchronous investment in infrastructure, people's livelihoods have been gradually improved. Mr. Ban Ton Toan (Thanh Cong commune) - shared: "For many years, the people here have benefited from the program. The current concrete road is completely different from before, we sincerely thank this policy of the Party and the State".
Accelerate disbursement, improve the efficiency of livelihood models
According to information from the Department of Ethnic Minorities and Religions of Cao Bang province, Program 1719 is a key resource for Cao Bang to both complete essential infrastructure in extremely difficult areas and provide "fishing rods" through livelihood support models. The province aims to double the average income of ethnic minorities by the end of 2024 compared to 2024, while maintaining a minimum poverty reduction of 4% per year.

In the context of the province implementing the merger of administrative units, many issues need to be adjusted such as reallocation of capital, transfer of management tasks, and improvement of the entire grassroots apparatus, the province has proactively taken action early, directing strongly to ensure the program is implemented smoothly.
A representative of the Department of Ethnic Minorities and Religions of Cao Bang province said that the province aims to disburse at least 85% of the capital of Program 1719 this year. The province will also propose to the Central Government to allow the extension of the capital implementation period from 2025 to 2026 to create conditions for newly merged units to have enough time to complete the organization and speed up the implementation progress.
