On September 25, the Command of Coast Guard Region 4 held a preliminary review of phase 1 (2021-2024) of the Project "Promoting the role of the People's Army in participating in the dissemination and education of law, mobilizing people to comply with the law at the grassroots level for the period 2021-2027" (Project 1371).
After 3 years of implementing Project 1371, the Command of Coast Guard Region 4 has closely coordinated with local Party committees and authorities in the Southwestern provinces to have many good practices, creatively innovating content, forms, and methods of propaganda and mobilizing people to comply with the law.
Specifically, 37 direct legal dissemination sessions/53 locations were organized for nearly 28,000 people, and 800 captains and vehicle owners were organized to sign a commitment not to violate IUU.
Disseminate the law through the implementation of the mass mobilization program "Coast Guard accompanies fishermen" in 29 sessions for nearly 9,000 people. Organize 14 contests "I love my homeland's sea and islands" in online and direct forms, attracting nearly 136,000 students and teachers to participate. Disseminate to fishermen at sea by going directly to operating vessels, combining the distribution of leaflets, documents and disseminating via text messages and fishing communication devices... Closely coordinate with central and local press agencies to publish more than 1,200 articles related to disseminating the law.
Major General Nguyen Van Dung - Political Commissar of the Regional Command, Chairman of the Council for Coordinating the Dissemination of Law Education of the Coast Guard Region 4 Command - emphasized: The Regional Command has closely followed the assigned tasks and powers, closely coordinated with localities, flexibly applied forms of dissemination and education of law with many good and creative ways and many rich and diverse forms. The self-awareness, the spirit of actively learning the law and the sense of law compliance of cadres, people, students, especially fishermen working at sea have been increasingly consolidated, going into depth and effectiveness.
However, the results of propaganda are still limited, the awareness of law compliance of a part of the people is not strict, leading to violations of the law related to the illegal transportation and transfer of DO oil at sea, and the situation of our fishermen fishing illegally in foreign waters still occurs.
Major General Nguyen Van Dung requested that agencies and units continue to thoroughly grasp and raise awareness of the necessity of implementing the project. The Council for Coordination, Dissemination, and Legal Education, political agencies, and legal agencies should be proactive in advising and consulting Party committees, commanders, and leaders to effectively and practically implement Project 1371 in the coming time. Regularly train and improve the qualifications, capacity, and sense of responsibility of reporters and propagandists; closely coordinate with localities to closely follow the actual situation to select appropriate content, forms, and methods of propaganda.
