On January 4, according to Lao Dong's source, Lang Son Provincial People's Committee has just issued a document on allowing the extension of the transportation time of nearly 89,000 m3 of excess soil from the Dong Dang - Tra Linh expressway project to be used as construction material for Pac Luong village residential area, Trang Dinh commune.
According to the Office of the Provincial People's Committee, the decision was made based on the proposal of the Provincial Construction Investment Project Management Board and the report of the Department of Agriculture and Environment.
The volume of soil allowed to be transported is equivalent to about 70% of the remaining soil that has not been implemented according to the previous policy, currently temporarily gathered at the Km38+800 leftover soil and rock dumping site (Na Noong village, Trang Dinh commune), arising during the construction of the Dong Dang - Tra Linh expressway.
The transportation time is implemented from the time of approval to the end of the first quarter of 2026.
The Provincial People's Committee requests the Provincial Construction Investment Project Management Board to fully implement relevant financial obligations, including resource tax, environmental protection fees and mineral exploitation rights fees as prescribed.
The construction and transportation process must ensure labor safety, traffic safety, maintain the stability of excess soil and rock storage yards and not cause environmental pollution.
The Provincial People's Committee assigned the Provincial Construction Investment Project Management Board and Trang Dinh Commune People's Committee to closely supervise the transportation, ensuring the correct volume and time as approved.
Transportation can only be carried out after completing the obligation to pay mineral exploitation rights fees according to legal regulations.
Dong Dang - Tra Linh Expressway Joint Stock Company is responsible for coordinating and creating conditions for the extraction of excess soil at the Km38+800 landfill to serve the construction of Pac Luong village residential area to be carried out in accordance with regulations.
The Pac Luong Resettlement and Residential Area project is expected to help dozens of households soon stabilize their accommodation after giving land to the Dong Dang - Tra Linh expressway.
According to the Provincial Construction Investment Project Management Board, the joint venture that won the bid for this project includes 8 enterprises, of which Hoang Ha Lang Son Co., Ltd. is the leading unit.
