This is a key stage, decisive for the quality of troop deployment, in order to ensure sufficient targets, the right targets, and minimize the situation of compensation and exchange after troop deployment.

Each member of the Military Service Council must uphold the spirit of responsibility, carefully review each case, and prioritize selecting citizens with good health, good moral qualities, and appropriate cultural qualifications, meeting the requirements of building the Army in the new situation.
In addition, the Deputy Political Commissar of the Provincial Military Command noted that for citizens who meet the conditions but have not requested enlistment in 2026, the Party Committee and local authorities need to clearly report the reasons, strictly manage the youth source, do a good job of propaganda and education, and create consensus among the people. "Absolutely do not let errors, negativity, and prolonged complaints occur; each locality must be responsible to the Provincial Military Service Council for the results of selection and the quality of troop assignment of its unit," Colonel Cao Minh Tam emphasized.
