Storm No. 10 Bualoi is a strong storm, the circulation after the storm causes heavy rain and floods on river systems.

The Ministry of Agriculture and Environment has just sent an official dispatch to the People's Committees of provinces and cities from Ninh Binh - Quang Tri on urgently handling and overcoming incidents occurring on dykes, ensuring safety against floods and storms.

Storm No. 10 is a strong storm, the storm's circulation causes rain and floods on river systems (some rivers are above alert level 3 such as Thao, Hoang Long, Ma, Len, Lam rivers...).

Up to now, there have been 15 dike incidents on the dike system, including incidents that threaten the safety of flood and storm prevention of the dike (such as landslides and collapses at K25+570 of Hai Hau sea dike, Ninh Binh province; river dike slope landslides at K54+820-K54+980 of right dike of Ma, river dike slope landslides at sections from K2+280-K2+300, K2+385-K2+400, K5+330-K5+350 of left dike, Thanh Hoa province; subsidence of the dike slope on the Quynh Long sea slope, Nghe An province; collapse of the dike slope of Cam Nhuong, Ha Tinh province; landslide of the dike slope of Vinh sea slope, Quang Thai province...).

To cope with the complicated situation of storms and floods in the coming time, ensuring safety against storms and floods on the dykes, the Ministry of Agriculture and Environment requests the Provincial People's Committee to direct local authorities, relevant agencies and units to urgently implement a number of the following contents:

Strictly implement the Prime Minister's Official Dispatches No. 175/CD-TTg dated September 28, 2025, 176/CD-TTg, 178/CD-TTg dated September 29, 2025 on focusing on overcoming the consequences of storm No. 10 and floods.

Mobilize forces, materials, means, and equipment to handle incidents, not allowing incidents to develop further. At the same time, continue to closely monitor the developments in the area where the incident occurred to promptly handle additional situations, ensuring safety against floods and storms of the dike.

Identifying the areas where the dike incidents occurred as vulnerable points for developing, approving and implementing protection plans in practice; in particular, paying attention to fully preparing human resources, materials, means, equipment and assigning specific tasks to each organization and individual for implementation.

Closely monitor the developments of storms, floods, and the situation of the dyke system, promptly report dyke incidents to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control) for coordination and direction.

According to reports from the provinces and cities of Lao Cai, Son La, Phu Tho, Tuyen Quang, Lang Son, Cao Bang, Thai Nguyen, Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, as of 1:00 p.m. on September 30, storm No. 10 and floods, landslides, and thunderstorms have caused the following damage:

- Regarding people:

26 deaths (3 people due to floods and landslides; Cao Bang 2 people due to floods and landslides; Son La 1 person due to landslides; Lang Son 1 person due to landslides; Hung Yen 2 people due to thunderstorms and whirlwinds; Ninh Binh 9 people due to thunderstorms and whirlwinds; Nghe An 1 person drowned; Hue 1 person was swept away by water; Thanh Hoa 2 people due to fallen trees and collapsed houses; Ha Tinh 1 person fell while repairing a house; Quang Tri: 2 people on the BV92754 ship in Cua Gianh; Da Nang 1 person died because the body of a person swept away by floodwater had been found);

22 people missing (Lao Cai 1 person swept away by flood; Cao Bang 3 people swept away by flood; Tuyen Quang 4 people due to landslide; Son La 1 person; Thanh Hoa 3 people due to capsized boat; Quang Tri: 10 people on 2 boats at Cua Viet, Cua Gianh and people swept away by flood);

105 injured people (Lao Cai 5, Cao Bang 2, Quang Ninh 9, Hai Phong 9, Hung Yen 12, Ninh Binh 30, Thanh Hoa 6, Nghe An 6, Ha Tinh 15, Quang Tri 10, Hue 1).

- lost contact with 08 people in Gia Lai: Ship BD 97258 TS, 8 workers lost contact with their families at 20:13 on September 27, in an area about 110 nautical miles from Gia Lai coast.

Consecutive storms No. 8, 9, 10 and floods caused by the storm have killed 19 people and many people are missing. Many houses and production and business establishments had their roofs blown off and suffered heavy damage. People across the northern and central mountainous provinces are struggling to cope with floods and heavy losses in human lives and property due to floods and thunderstorms.
