The dispatch of the Ministry of Construction was sent to the Departments of Roads of Vietnam, Vietnam Railway, Vietnam Maritime and Waterways, Vietnam Airlines, Economy - Construction Investment Management, Construction Infrastructure.
Department of Construction of the following provinces and cities: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai.
The dispatch was sent to many corporations and other units.
The Ministry of Construction emphasized that according to the bulletin of the National Center for Hydro-Meteorological Forecasting, at 10:00 a.m. on August 24, 2025, the center of storm No. 5 was at about 17.4 degrees North latitude; 110.9 degrees East longitude, about 585km East Southeast of Nghe An, about 560km East of Ha Tinh.
The strongest wind near the storm center is level 12÷13 (118÷149km/h), gusting to level 16. It is forecasted that in the next 3 hours, the storm will move westward, at a speed of about 15km/h.
This is a very strong storm, with a very wide range of influence, moving very quickly, especially dangerous, domestic and international forecasters both predict that the storm will make landfall directly on our mainland.
To focus on emergency response to storm No. 5 and implement the Prime Minister's direction, the Ministry of Construction requires agencies and units to urgently carry out the following tasks:
Heads of agencies and units closely monitor the development of the storm, continue to deploy the Ministry of Construction's Official Dispatch on proactive response to storm No. 5 (international name Kajiki); do not be negligent, focus on leading, directing, and effectively implementing measures to respond to storm No. 5 and floods due to storms with the most urgent and drastic spirit, proactively respond to the highest level to ensure the safety of people's lives and property and the state, minimizing damage caused by storms and floods.
Specialized management departments established working groups, sent leaders to the site to coordinate and direct the implementation of response work to storm No. 5, ensuring smooth and safe traffic (especially on highways and national highways in areas affected by storm No. 5); maintain absolute safety for civil works and construction activities during the time of direct impact of the storm.
The Vietnam Maritime and Waterways Administration shall preside over and coordinate with relevant agencies and local authorities to continue reviewing and counting all vessels and means of transport, including river phage vessels (vehicles with VR-SB level) operating at sea, along the coast, and river mouths in areas at risk of being affected by storm No. 5 by all measures to inform the developments of the storm to vessels and means of transport still operating at sea; calling for and guiding vessels and means of transport to escape or not enter areas at risk of being affected by the storm or to safe storm shelters; guiding and supporting people to deploy necessary measures to ensure safety for vessels at anchorage sites (not allowing subsidence at shelters).
Direct the Vietnam Maritime Search and Rescue Coordination Center to arrange vehicles in key areas that are forecast to be directly affected by storm No. 5 to be ready to coordinate with relevant agencies, units and forces to deploy the fastest response and search and rescue work when situations occur.
Department of Construction of localities in areas affected by storm No. 5: Within the scope of management and direction, work is to ensure absolute safety for civil works, construction activities, and ensure smooth and safe traffic during the time of direct impact of the storm.
Agencies and units are responsible for assigning specific tasks to each participating member on duty (clearly specifying contact phone numbers); organizing 24/7 duty and promptly reporting to the Civil Defense Command of the Ministry of Construction on unexpected and arising issues.
