Deputy Prime Minister Tran Hong Ha encourages people affected by storm No. 5
On August 26, Deputy Prime Minister Tran Hong Ha directly visited Loc Ha commune, Ha Tinh province - which was heavily affected by storm No. 5 - to inspect the situation, direct the overcoming of consequences and encourage people affected by the damage.
Here, the Deputy Prime Minister visited households whose houses had their roofs blown off and were severely damaged by heavy rain and strong gusts of wind.
The Deputy Prime Minister requested local authorities and functional agencies to urgently mobilize forces and means to repair and reinforce damaged houses, ensure safety and help people stabilize their lives soon.
The Deputy Prime Minister also noted that support for people must be timely and practical, especially giving priority to poor households, policy families, lonely elderly people and households in especially difficult circumstances.
According to a quick report from the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Ha Tinh province, by 9:00 a.m. on August 26, the impact of storm No. 5 had caused serious damage in many areas, from people, housing to infrastructure, agriculture, etc.
Regarding people, 1 person died in Kim Hoa commune due to fall while tying up a corrugated iron roof, 5 others were injured in the localities: Hoanh Son, Tien Dien, Mai Phu, Kim Hoa.
The whole province had 7 collapsed houses, 6,340 houses had their roofs blown off, and 1,129 houses were flooded. In addition, 47 schools, 5 medical facilities and 7 cultural works were damaged by storms.
The damage to agricultural production was huge, with more than 20,800 hectares of summer-autumn rice, 1,672 hectares of vegetables flooded, nearly 2,500 hectares of perennial trees and more than 15,800 trees broken.
The fisheries sector was also severely affected with an estimated 4,000 tons of damage. In the anchorage areas of Dan Hai, Loc Ha, Thien Cam, Hai Ninh... many fishing boats collided and drifted; in Cam Trung commune alone, 4 boats sank.
Regarding power infrastructure, 240 power poles were broken, 20,000m of power lines were broken, 64 communes/wards had no power. In addition, the storm caused a landslide of 200m of coastline, damaged 50m of river embankment, 1 drainage culvert, more than 3,700m3 of road slope, 4 bridges and 2 traffic culverts were damaged.
Many national highways and provincial roads in Thanh Hoa are deeply flooded
On national highways, 6 flooded spots were recorded causing traffic jams, including the section Km42+650/QL.15 of Hoi Xuan commune, which was 0.7m deep, the section Km14+500/QL.15C of Nam Xuan commune, which was 1m deep, and the bridge of Muon Km92+660/QL.217 of Ba Thuoc commune, which was 0.3m deep.
In addition, there were 59 landslides on the positive slope with a volume of about 2,800m3, of which 3 caused traffic jams in Nhi Son commune (QL.15C), Hien Kiet commune (QL.16), Hoi Xuan commune (QL.15). The two locations of the bridge on National Highway 16 were damaged at four ends with an area of 42m2, along with a 6m long negative slope landslide.


For provincial roads, there are 25 deeply flooded spots causing traffic jams, the most serious of which is Cua Du spillway Km22+550/DT.519B in Luan Thanh commune, which was up to 4.1m flooded, Song Quyen spillway Km0+900/DT.520B in Hoa Quy commune, which was 2.5m flooded, Tan Lap spillway Km18+200/DT.530B in Tam Van commune, which was 1.7m flooded.
Many other bridges and spillways were flooded from 0.3m to 1.5m. In addition, there are 3 landslides on the positive slope with a volume of 2,350m3 and 3 landslides on the negative slope with a length of 120m.

Regarding water levels, at the Ma River (Cam Thuy station), it reached 19.50m, 0.5m higher than alert level 2; the Chu River (Van Ha station) was at 5.25m, nearly 3m higher than alert level 1; Cua Dat Lake reached an elevation of 106.69m, nearly 5m higher than the average of the previous year.

Mr. Pham Van Tuan - Deputy Director of Thanh Hoa Department of Construction said that as soon as the flood occurred, Thanh Hoa Department of Construction directed the Maintenance Management Board and road management units to urgently deploy inspections, reviews, updates, and reports on the damage on the routes to promptly direct units to immediately implement handling measures, ensuring traffic such as: spreading trees, reed, placing warning signs, barriers at landslides, landslides, deeply flooded roads, etc. At the same time, coordinate with local authorities to organize propaganda, arrange guards, guide traffic, etc. to ensure safety for people and vehicles traveling on the route.

Sa Pa evacuates dozens of households from dangerous areas
Due to the impact of the circulation of storm No. 5, from the evening of August 25 to the morning of August 26, Sa Pa ward experienced prolonged heavy rain, affecting facilities and traffic infrastructure in the area.
According to records, the storm caused a landslide at Km2+200, Provincial Road 152 (through the turn to Y Linh Ho).
In addition, in the area of Sa Pa 2 residential group ( bridge area 32), the storm and rain knocked down an electric pole, endangering people and vehicles when crossing this route.
The storm also caused landslides on the house foundation, affecting the structure of Mr. Thao A Giang's house in Sa Pa 4 group. The estimated value of the damage is about 10 million VND. Immediately after the landslide occurred, the local authorities supported Mr. Giang's household to move to a safe place.
Faced with the impact of storms and floods, the People's Committee of Sa Pa Ward has directed functional agencies, agencies and units to urgently overcome the consequences, put up warning signs of danger in areas with landslides and landlides; handle fallen power poles to ensure safety for people and vehicles; organize traffic regulation on affected routes.

The locality also issued notices, propaganda, and mobilized people in areas at high risk of landslides to evacuate to safe places.
On the morning of August 26, Sa Pa ward also propagated and mobilized 60 households and 9 businesses, rooms, workers' camps as well as cold-water fish farms in the danger zone to evacuate to a safe place.
Hai Phong restores ferry and cable car operations from 10:00 on August 26
Accordingly, the City Civil Defense Command announced the lifting of the ban on Dong Bai - Cai Vieng ferry activities and the Cat Hai - Phu Long cable car route. Ship going out to sea, exploitation, farming, fishing activities and other activities in river mouths, coastal areas, offshore, tourism activities, entertainment in coastal areas and islands will resume from 10:00 a.m. on August 26.

Customers line up to repair motorbikes in Hanoi

Mr. Nguyen Van Loi - a car repairman with more than 10 years of experience who has just started clearing the big buses shared: "This morning I opened the door and there were nearly 20 cars waiting. The main cause of the engine failure was flooding, water overflowing into the inlet and incinerator. In light cases, cleaning and oil changes are fine, but many vehicles have to remove the engine, costing from a few hundred thousand to a million VND. People are in a hurry to go to work, so everyone is impatient, we have to work continuously without time to rest."
Mr. Tuan Anh, an office worker in Cau Giay District, waiting at a car repair shop on Me Tri Ha Street, lamented: "This morning my car broke down in the middle of the road, I took him here on foot to repair it, it has been more than 40 minutes but it is still not my turn. The company starts work at 8am but I will definitely be late because it is not my turn yet. With flooding like this, almost every year there is the same misery".


Heavy rain also disrupts learning: parents worry, send their children late; many schools have to be flexible for days off or study online. The agencies also issued notices to employees working remotely to reduce travel pressure during peak hours.
Flooding is still a "current disease" every time Hanoi has heavy rain. Although there are many drainage infrastructure projects, the current system has not yet met the requirements.

A big tree fell across the road and crushed two cars on Hanoi street
At the Tran Phu - Chu Van An intersection, a large tree was uprooted, fell across the road and crushed two cars. Fortunately, the incident did not cause any human casualties, the vehicles were only slightly damaged. Traffic police were present to direct traffic, while workers at the tree company were urgently sawing trees to clear the road.




"Heavy rain overloads the urban drainage system, causing flooding in residential areas, urban areas and low-lying areas, traffic congestion due to flooding of roads and reduced visibility when driving, causing slippery and traffic accidents" - Mr. Nguyen Van Hiep - Deputy Director of the Northern Hydrometeorological Station - emphasized.
Many streets in Hanoi are deeply flooded
Due to the impact of the circulation after storm No. 5, heavy rain lasted all night and this morning (August 26), many streets in the capital were deeply flooded, with some places recording over 50cm.
According to Lao Dong Newspaper reporters on Pham Hung, Duong Dinh Nghe, Me Tri, Tran Duy Hung, Khuat Duy Tien streets... the water was deeply flooded on the right side, causing vehicles to move all the way to the left side. Many vehicles stalled and had to push on foot, causing the already narrow road to become even more congested and partially congested.

In the Pham Hung road area towards Thang Long bridge, the congestion lasted from Dinh Thon section, vehicles could almost not move. Outgoing workers open the drain covers to help people when their vehicles stalled.
In particular, at the Me Tri - Pham Hung - Duong Dinh Nghe intersection, the water was 1m deep, making it impossible for many vehicles to pass, causing congestion at both ends of the road, Duong Dinh Nghe and Me Tri.
Ms. Nguyen Bich Thuy (Song Da urban area) said that knowing that heavy rain could cause flooding and traffic jams, she left earlier than usual. However, when she reached Me Tri intersection, she could not continue moving due to deep flooding, forcing her to return to work online.


Many areas in Hanoi were deeply flooded, many vehicles stalled, and traffic was chaotic. The staff of the water supply and drainage company put ropes in some deeply flooded areas and tried to clear sewers to drain water, but the amount of rain was too much, the water could not drain in time, leading to deep flooding.












A ship of thousands of tons with 19 crew members drifted into Thanh Hoa waters
According to records, the ship did not turn on the signal lights or release anchors. High waves and strong winds caused the boat to drift ashore.
At 1:30 a.m. on August 26, the ship ran aground in Binh village, Tien Trang commune, 70 - 100m from shore.

Through verification, this is the Thanh Thanh Dat 99 transport ship, 151m long, 26m wide, with 19 crew members on board, controlled by captain Hoang Van Hop (from Nghe An).
The initial cause was determined: on the afternoon of August 25, the ship left Tinh Long port (Nam Dinh) to carry goods to Nghi Son port. When entering the anchorage area, encountering strong waves and strong winds, the boat could not release the anchor and drifted.
Currently, all 19 crew members are safe. The captain contacted Nghi Son fishing port for assistance bringing the ship to shore.
Sam Son Border Guard Station said it will continue to monitor developments and coordinate with authorities to ensure the safety of vehicles and crew members.
Traffic sector suffered heavy damage
The Ministry of Construction said on the morning of August 26 that storm No. 5 had caused a lot of damage, disrupting traffic on land, rail, maritime and air.
Road: 44 congestion points
The Vietnam Road Administration has established a forward command post in Nghe An, establishing a 24/7 standing working group to respond to storm No. 5. Measures to ensure traffic, divert traffic, check ferry bridges, ferry terminals and prohibit vehicles from entering dangerous areas are being implemented synchronously.

According to statistics, from the afternoon of August 25 to the morning of August 26, there were a total of 44 traffic jams. Of which, Nghe An has 18 locations (12 flooded points, 4 landslides), Ha Tinh has 12 locations and Thanh Hoa has 14 locations. The Department of Construction has put up warning signs in road management areas, arranged forces to regulate and continue to repair them.
Maritime: 501 vessels in the affected area
The Vietnam Maritime and Waterway Administration has established a forward command post in Nghe An and working groups to the North and Central regions to coordinate response.
As of 7:00 a.m. on August 26, at the ports of Hai Phong, Thai Binh, Thanh Hoa, Nghe An, Ha Tinh, Thua Thien Hue, Da Nang, there were 501 ships (201 ships, 300 inland waterway vehicles). Units maintain communication and instruct ships to avoid dangerous areas, and have not recorded any damage.
Railway: many sections are blocked
Vietnam Railway Corporation said that from the evening of August 25, many trees, electric poles and telecommunication cables poured into the railway, causing blocking of some areas such as Quan Hanh - Vinh, Vinh - Yen Xuan, My Ly - Quan Hanh, Nghia Trang - Thanh Hoa.
After emergency handling, by 5:00 a.m. on August 26, all routes were reopened. Passenger ships SE1, SE3, SE19, SE11, SE10, SE2, SE4, SE12, SE20 continue their journey. The railway industry is still overcoming the damage, especially the communication system.
Aviation: Temporarily suspending some airports
The Civil Aviation Authority of Vietnam has directed the temporary suspension of receiving and operating aircraft at Dong Hoi airport (from 4am to 4pm on August 25-) and Tho Xuan (from 10am to 9pm on the same day).
By the evening of August 25, these two airports had returned to normal operations. At Vinh airport, some trees and fences were recorded falling, but there were no casualties or property damage. Airlines have also adjusted flight plans, promptly notifying passengers.
It is known that response direction is being urgently deployed to ensure safety and fix the incident.
The Ministry of Construction informed that units are maintaining 24/7 duty, closely monitoring the developments of storm No. 5 to have timely handling plans. Traffic safety assurance and consequences will continue to be implemented in the coming days.
Many schools in Hanoi and the North Central provinces allow students to stay home from school
Duong Xa Primary School, Gia Lam District, Hanoi announced that students would be off school this morning to prevent storm No. 5 (Kajiki).
Thach Da A Primary School, Yen Lang Commune, Hanoi, also informed students to stay home from school early in the morning: "Due to heavy rain and storms, this morning students stay home from Life Skills classes. The morning schedule will be moved to the afternoon".

Previously, the North Central provinces simultaneously issued notices to students at all levels to stay home from school, temporarily postponing school attendance schedules so that schools can focus on storm prevention and control and ensuring children's safety.
In Thanh Hoa, in an official dispatch sent to educational institutions on August 24, the Department of Education and Training of Thanh Hoa requested to temporarily suspend school activities on August 25 to respond to storm No. 5. Then, by May 26, based on the development of the storm, educational institutions will proactively arrange the schedule. The Department further noted that only when safety is truly guaranteed can schools allow children to go to school.
Nghe An Provincial People's Committee approved, students in the whole province will graduate on August 25. However, due to complicated weather developments, some schools in Nghe An have announced the temporary postponement of school closures on the morning of August 25 to ensure the safety of students.
The ceremony to honor students who won international and national awards and achieved high scores in the 2025 high school graduation exam (expected to take place on the evening of August 24.) has also been postponed.
Ha Tinh has also issued a document directing educational institutions in the province to temporarily suspend students from school to ensure safety. Accordingly, more than 67,000 students in grades 1, 9 and 12 will be off on August 25 and 26. The resumption of teaching and learning will be based on weather developments and instructions from competent authorities.
The Department of Education and Training of Quang Tri province issued an official dispatch on letting students stay home from school due to the impact of storm No. 5 and heavy rain. Specifically, preschool children, students, and trainees will be off school from the morning of August 25 until the weather returns to normal.
In Hue, the Department of Education and Training of Hue City has also issued an official dispatch to educational institutions in the area on adjusting the time for students to gather at the beginning of the year and implementing the work of preventing and fighting storm No. 5. Accordingly, the student gathering schedule scheduled to take place on August 25 will be postponed to August 28.
The Ministry of Education and Training has also issued Official Dispatch No. 1335/CD-BGDDT to the directors of the Departments of Education and Training of provinces from Quang Ngai on proactively responding to storm No. 5. Accordingly, the ministry requires departments in areas affected by the storm to closely monitor the storm's developments and be on duty 24/7. At the same time, departments must regularly keep in touch with authorities and rescue forces to promptly respond in case of incidents.
3 people died due to storm No. 5
According to a quick report from the provinces of Phu Tho, Thai Nguyen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, storm No. 5 and heavy rain and thunderstorms caused by storm No. 5 have caused damage (as of 07:00 on August 26) as follows:
- Regarding people: 03 dead (Ninh Binh 01, Nghe An 01, Ha Tinh 01), 13 injured (Phu Tho 01, Nghe An 02, Ha Tinh 05, Quang Tri 05).
- Home: 08 collapsed houses (Ha Tinh 07, Quang Tri 01); 6,808 houses with damaged roofs (Phu Tho 51, Thai Nguyen 97, Ninh Binh 225; Nghe An 91, Ha Tinh: 6,340, Quang Tri 04), 3,094 flooded houses (Thanh Hoa: 1,935, Nghe An: 30, Ha Tinh 1,129).
- Flooding, isolating 27 villages in the area of 03 communes of Xuan Chinh, Van Xuan, Tan Thanh, Thanh Hoa province.
- Regarding dykes:
+ Landslide on the embankment of the plains from K46+445-K45+470 on the right Chu embankment, Thanh Hoa province with a length of 25.0m. Currently, the locality has covered the tarpaulin to limit further landslides and prepared to mobilize forces, materials, and means to handle the first hour.
+ At the salinity-prevention drainage culvert at K15+000 Hoi Thong sea dike, Dan Hai commune, Ha Tinh province, there was an incident of culverts and water flowing into the fields. + 742 broken electric poles (Thanh Hoa 28, Nghe An 418, Ha Tinh 240, Thai Nguyen 17, Phu Tho 4).

On August 26, information from the Standing Office of the Command for Natural Disaster Prevention and Control of Thanh Hoa province said that storm No. 5 had caused serious impacts in the area. As of 5am the same day, some communes such as Xuan Chinh, Van Xuan, Tan Thanh were completely isolated, thousands of households were cut off and had no power.

The whole province had 37 houses with unroofed and damaged roofs; nearly 2,000 houses were flooded under 1m, mainly in Nghi Son and Nong Cong. Many educational works were affected, in which Thieu Duong Primary School was flooded, Nam Xuan Kindergarten had its roof blown off, and 33m of school fence collapsed.
Regarding agricultural production, 529.4 hectares of rice were flooded and broken; more than 22 hectares of crops, 111 hectares of annual crops were damaged; 55 hectares of aquaculture ponds were overflowed; 241 urban trees were broken. Many rural traffic routes, canals, river banks, and embankments were eroded with a large volume.
The power system was also severely affected, with 3 locations of high-voltage power lines broken, 1 high-voltage power pole and 28 low-voltage poles broken in many localities. In addition, there was 1 official house, 32 tents and 100m of fence damaged.
Currently, localities and authorities are urgently overcoming the landslide, focusing on handling the landslide, restoring power and supporting people in isolated areas.
Son La flooded locally, inter-commune road landslide

According to the forecast of the Son La Provincial Hydrometeorological Station, from now until August 28, the communes and wards will still have moderate to heavy rain and thunderstorms.
The People's Committee of Son La province requires communes and wards to direct forces to be on duty 24/7, closely monitor the weather situation, grasp the flood situation, continue to propagate so that people can proactively respond to flash floods, landslides, and localized flooding.
At the same time, warn people to ensure safety when traveling during the time of rising water, especially at bridges and culverts, do not visit, check fields, ponds and watch floods at this time.
Nghe An suffered heavy damage after the storm
On the morning of August 26, authorities and people in many localities in Nghe An province are struggling to overcome the consequences of storm No. 5.

"The storm has terrible destructive power, it has been many years since I have seen such a terrible storm. Currently, many roads in the old Vinh City area are blocked, with no power, and the work to overcome the consequences is still very difficult" - Mr. Le Van Hong, a resident of Truong Vinh Ward (Nghe An) said.

Hanoi activates all pumping stations
Mr. Trinh Ngoc Son - Deputy General Director of Hanoi Drainage Company Limited - said that the company has activated on-duty at key points such as Yen So pumping station (operating 19/20 pumps at 6:30), Co Nhue, Dong Bong 1 ... to lower the water level on the drainage system.

This morning (8.26), the Traffic Police Department (Traffic Police, Ministry of Public Security) informed about the situation of traffic order and safety at some points where storm No. 5 passed through.
According to the Traffic Police Department, due to the impact of storm No. 5 (Kajiki) on the North-South expressway section passing through the provinces from Thanh Hoa to Ha Tinh, many trees and signs have fallen across the road.
To quickly help people to travel safely through the above road, the traffic police and functional forces have been working day and night, clearing obstacles on the road during storms.
Immediately after the storm weakened, the Traffic Police Department announced the opening of the North-South expressway through the provinces from Thanh Hoa to Ha Tinh from 5:30 a.m. on August 26.

At 4:00 a.m. on August 26, the center of the tropical depression was at about 18.9 degrees north latitude, 104.5 degrees east longitude, in the Central Laos area. The strongest wind near the center of the tropical depression is level 7 (50-61km/h), gusting to level 9; moving west-northwest at a speed of 15-20km/h.
It is forecasted that in the next 12 hours, the tropical depression will move west-northwest at a speed of about 20km/h, gradually weakening into a low pressure area.
At 4:00 p.m. on August 26, the center was at about 19.3 degrees north latitude, 102.1 degrees east longitude, in the Central Laos area. The strongest wind is below level 6. The danger zone is within latitude of 17-20,5 degrees north latitude, west of longitude 108.5 degrees east longitude. The natural disaster risk level is level 3 in the Gulf of Tonkin.
At sea, this morning (8.26), in the Gulf of Tonkin (including the special areas of Bach Long Vi, Cat Hai, Co To, Van Don and Hon Ngu island), there were still strong winds of level 6 - 7, gusts of level 8; waves 2 - 5m high; rough seas.
On land, Thanh Hoa - Nghe An and coastal areas of Ninh Binh still have strong winds of level 6-7, gusting to level 9.

According to the People's Committee of Quang Tri province, heavy rain from August 24 to 26 injured 5 people while tying up houses and clearing fallen trees. The whole province had 3 houses with unroofed roofs, a series of damaged and landslide traffic and irrigation works.

In agriculture, more than 2,100 hectares of Summer-Autumn rice were flooded and fell, concentrated in Hoa Trach, Bac Trach, Tuyen Hoa, Vinh Thuy communes... In addition, 38 hectares of crops were damaged, 7.5 hectares of semi-intensive aquaculture ponds and 26 fish cages were damaged and swept away by waves.
The evacuation work was carried out urgently, by the morning of August 25, more than 5,100 people had been evacuated, mainly from temporary and unstable houses to safe places. According to the Thanh Hoa Hydrometeorological Station, at 4:00 a.m. on August 26, the center of the tropical depression was at about 18.9 degrees North latitude; 104.5 degrees East longitude, in the Central Laos area. The strongest wind near the center of the tropical depression is level 7 (5061 km/h), gusting to level 9; moving in the West Northwest direction at a speed of 1520 km/h.
It is forecasted that by 4:00 p.m. the same day, the tropical depression will continue to move west-northwest, traveling about 20 km per hour, gradually weakening into a low pressure area in the Central Laos area. The dangerous area in the East Sea in the next 12 hours will be from latitude 17.020.5 degrees North, west of longitude 108.5 degrees East.
Due to the impact of storm No. 5, as of the early morning of August 26, Thanh Hoa has recorded strong winds of level 56, gusting to level 910. Some measuring stations show very strong gusts of wind: Ngoc Tra 24.8m/s, Sam Son 20m/s, Nhu Xuan 22.6m/s. The highest waves in Sam Son reached 2m, the storm's water level rose 1.01m.

The Hydrometeorological Station warns: the weather at sea and coastal areas during the storm is extremely dangerous, unsafe for tourist boats, passenger ships, transport ships, aquaculture cages, as well as the system of dykes, embankments, and coastal roads. On land, strong winds can cause trees to fall, roofs to fall, electric poles to break; heavy rain is at high risk of causing flash floods and landslides in mountainous areas.
