On August 26, at the Forward Command Headquarters located in Nghe An, Deputy Prime Minister Tran Hong Ha chaired a meeting to deploy a plan to overcome the consequences of storm No. 5, emphasizing the need to mobilize maximum forces to soon stabilize people's lives.
At the meeting, leaders of ministries, branches and localities reported on the damage situation as well as storm response work. Nghe An Provincial Party Secretary Nguyen Duc Trung said that thanks to accurate forecasting and close direction, the province has limited damage.

Preliminary statistics show that Nghe An has not recorded direct human losses, there is 1 death while tying up a house before the storm made landfall and 2 people were injured in the storm. Regarding assets, 91 houses were damaged, many houses had their roofs blown off; 9 classrooms of 2 schools and 1 medical facility were also blown off.
Mr. Nguyen Duc Trung affirmed that Nghe An is focusing on directing the repair according to the "4 on-site" motto, mobilizing forces to urgently repair essential infrastructure such as transportation, electricity, and telecommunications. The government and functional forces are committed to closely following weather developments to respond to storm circulation, ensuring safety for the people.

At the meeting, Lieutenant General Ha Tho Binh - Commander of Military Region 4 - said that the military region is fully prepared with forces and means to support the locality in overcoming the consequences, especially prioritizing the repair of schools to open the new school year in time and support policy families and disadvantaged households.
In his concluding remarks, Deputy Prime Minister Tran Hong Ha assessed that storm No. 5 was unusual, but localities responded promptly, minimizing human damage. He emphasized the need to continue to inspect the dyke system and reservoirs; review the risk of flash floods in mountainous areas of Nghe An and Thanh Hoa; ensure smooth communication and close coordination between ministries, branches and localities.
The Deputy Prime Minister especially noted that attention should be paid to social policy beneficiaries and affected households: "If the roof is blown off, the roof must be rebuilt, if the house is broken, the house must be rebuilt. Schools and medical facilities must first be restored so that people can soon stabilize their lives".
According to information from Nghe An Hydrometeorological Station, the center of storm No. 5 is right on the coast of Nghe An - Ha Tinh with strong winds of level 13, gusting to level 16. Waves are up to 5m high, water levels on Hon Ngu island rise to 4.2m, with the risk of deep flooding in coastal areas and river mouths. The whole province had very heavy rain, some places over 500mm such as Cua Lo, Truong Vinh, Hung Nguyen.
