Miserable because of unfinished project
Ms. Nguyen Thi Hoai Phuong (59 years old, resident of Trung Luu hamlet, Son Tay commune) - said that in 2011, when the Rescue Road Project, flood and storm prevention combined with socio-economic development in the West of Huong Son district was constructed in Son Tay commune, the people were very happy and excited. However, suddenly the project stopped and has been unfinished for more than ten years.
“The unfinished project makes traveling difficult. Especially when it rains, it is easy to flood, making our Trung Luu hamlet isolated and very inconvenient,” said Ms. Phuong.
Mr. Nguyen Sy Hung - Head of Trung Luu village - said that Trung Luu village has 117 isolated households, about 4km from the commune's administrative center. The village is surrounded by Khe Nap mountains and forests and Ngan Pho river.
In 2011, when the project was implemented, people had high hopes that after the project was completed, it would help the residential area escape flooding and dangerous isolation during the rainy season. However, the project only temporarily built a dirt road about 3km long, about 5-7m high, about 15m wide, along with the temporary construction of 3 concrete drainage culverts and then stopped until now.
According to Mr. Hung, the temporary dirt road runs along the downstream of the Trung Luu dam of the Khe Nap river like a dike. Meanwhile, the 3 drainage culverts below are designed to be too small in size, with a culvert width of only about 70cm, causing the drainage to be too slow, leading to flooding every time it rains.
“Not only are residential areas prone to flooding every time it rains, but many hectares of people’s crops are also flooded. When the water recedes, the crops are damaged and very painful. Many households have to repair their houses, raise their foundations, and raise their gardens to limit flooding, which is very costly. Due to problems with the project, the construction and upgrading of local roads in the village cannot be implemented,” said Mr. Hung.
Hope to arrange budget to complete the project
Mr. Cao Van Duc - Chairman of Son Tay Commune People's Committee - said that the rescue, flood and storm prevention road project combined with socio-economic development in the West of Huong Son district is of great significance, serving rescue, flood and storm prevention, helping people in Son Tay, Son Kim 2 communes, Tay Son town... to travel and produce conveniently, creating momentum for economic development, linking production areas, and ensuring national defense and security. However, the project only paved the section through Tay Son town and Son Kim 2 commune, and the section through Son Tay commune with a length of about 7km only temporarily paved about 3km of dirt road in Trung Luu village and then stopped.
Regarding the reason for the unfinished project, according to Mr. Duc, due to the tightening and reduction of public investment, many items of the project that were under construction had to stop.
“We sincerely hope that the Government will allocate funds to complete the project to reduce the suffering of the people. In recent meetings, officials and people have raised this petition to all levels, but so far there have been no results,” said Mr. Duc.
