On December 13, the Investigation Police Agency - Son La Provincial Police announced that the unit had issued a decision to prosecute the case, the accused and executed an order to temporarily detain Nguyen Thanh Luan (born 2001, residing in Phu Yen commune) to investigate the acts of "Intentionally causing injury" and "Illegal use of military weapons".
According to the initial investigation results, at about 9:15 p.m. on October 9, at a boarding house near Hoa Hong Kindergarten, Phu Yen commune, due to a minor conflict arising from a loud noise, Luan could not control himself and used a knife as a dangerous weapon to slash Nguyen Van L and Do Van D.
As a result, Mr. L suffered9% physical damage, Mr. D suffered 25% physical damage, the total injury rate was 34%.
The investigation agency determined that Nguyen Thanh Luan's behavior was hooliganism, with sufficient elements to constitute the crime of "Intentionally causing injury" under Point d, Clause 2, Article 134 of the Penal Code.
At the same time, based on the Law on Management and Use of Weapons, Explosives and Support Tools 2024, a knife with high lethality illegally used is identified as a military weapon. Therefore, Luan continued to be prosecuted for the crime of "Illegal use of military weapons" under Clause 1, Article 304 of the Penal Code.
Currently, the case is being further investigated and handled by the Investigation Police Agency of Son La Province Police in accordance with the provisions of law.
