On December 13, the 18th Hanoi Party Committee held the 3rd Conference (Special Conference) to review and give opinions on 2 contents: Investment policy for the project to build the Olympic Sports Urban Area in the South of Hanoi and the project to invest in the construction of the Red River Landscape Avenue.
Permanent Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that the Olympic Sports Urban Area will be built into a modern, synchronous urban - sports complex, qualified for Hanoi to host major regional and international sports events, such as: Asian Games (ASIAD), Olympic Games.
The project also contributes to connecting technical infrastructure and social infrastructure, creating modern architectural - landscape space for the southern area of the city. The project is expected to be implemented in 12 communes in the southern area of Hanoi, with a total area of about 9,171 hectares, divided into 4 main functional subdivisions (A, B, C, D).
In particular, the subdivisions are oriented to develop sports urban areas, service urban areas associated with international standard sports complexes and stadiums, forming a large-scale sports - service center of the capital.
The total preliminary investment of the project is about 925,651 billion VND, the expected population is about 751,000 people. The progress is to complete the Sports Complex and Stadium in the second quarter of 2030 and complete the entire project by 2035.

Regarding the Red River Landscape Avenue Axis project, Mr. Duong Duc Tuan said that this is one of the large-scale projects, of special importance to the development orientation of urban space, infrastructure and landscape of the capital in the new period.
The goal of the project is to complete the transport infrastructure system along the Red River, while forming a modern, sustainable urban space - landscape along both sides of the river, contributing to improving the living environment, improving the quality of the central urban area and creating new economic growth momentum for the capital.
The project is expected to create a "Red River miracle", strongly promoting urban development, services and infrastructure in riverside areas.
According to the proposal, the project has a scale of about 11,000 hectares, stretching from Hong Ha bridge to Me So bridge, passing through 19 communes and wards of Hanoi. The main items include an 80km long traffic accoda, a landscape park system, an entertainment area of about 3,300 hectares and a site clearance area for urban reconstruction of about 2,100 hectares.
The project is organized into many component projects in the left and right banks of the Red River, underground metro lines and resettlement urban areas. The total preliminary investment is about 855,000 billion VND, expected to be completed in 2030.
After discussion, the City Party Committee's Executive Committee approved the Resolution on investment policy for the Project to build the Olympic Sports Urban Area in the South of Hanoi City and the Project to invest in the construction of the Red River Landscape Avenue Axis.
Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc emphasized that these are two projects of special significance contributing to the development of the Capital, the Red River Delta and the whole country, aiming to create a "Red River miracle"; serving the target of GRDP growth of 11% or more in 2026 and the entire 2026-2030 term; creating a new look of the Hanoi Capital "Cultured - Identical - Creative" to rise to become a creative, green, smart, globally connected metropical.
