Weary of playing and waiting, houses seriously degraded
In 2019, the People's Committee of Son Tinh district (old) issued a decision approving the compensation, support and resettlement plan for the Tinh Phong Industrial Park Project, phase 4 - lot C8 (now belonging to The Long village, Tho Phong commune), to create a land fund for Quang Ngai Investment, Construction and Service Business Co., Ltd. (QISC) to invest in building industrial park infrastructure for lease. There are 7 households directly affected. However, 7 years after the plan was approved, compensation, support and resettlement are still only on paper.

Mr. Nguyen Huu Dao (52 years old), residing in hamlet 1, The Long village, shared: "It has been 7 years, but until now, my family has not received compensation money as well as resettlement arrangements. Life has fallen into all kinds of hardships when the house is increasingly seriously degraded but we dare not repair or rebuild because it is'suspended' in the plan.
Sharing the same situation, Mr. Huynh Tan Trinh (54 years old) sadly said that the "stuck-at-place" project has pushed people's lives into a deadlock. Houses are no longer solid, with the risk of collapsing at any time, so some people have to rent rooms elsewhere to stay.

“Only I have to stay at my children's house, and only return occasionally. Not only that, 7 households also face a situation where domestic water sources are heavily polluted,” Mr. Trinh said angrily.
Before 2019, in order to create a clean land fund to serve investment at Tinh Phong Industrial Park, QISC deployed infrastructure construction using equity capital combined with provincial budget capital.
However, from after 2019, QISC began to implement the equitization roadmap of state-owned enterprises according to the Government's policy, also right in the phase of the compensation, support and resettlement plan for the Tinh Phong Industrial Park Project, phase 4 - Block C8 was approved.
Province focuses on removing obstacles
Leaders of the Department of Finance said that there are many reasons, in which the main reason is that the company operates in moderation, encounters problems in equitization, does not have equity... which has caused difficulties for project implementation.
In January 2026, QISC reported to the People's Committee of Quang Ngai province, requesting to allocate more than 6 billion VND to pay compensation according to the plan approved by the People's Committee of Son Tinh district (old).
Regarding this issue, the Department of Finance of Quang Ngai province said that continuing to allocate budget capital to QISC to implement compensation and infrastructure investment for lease is no longer consistent with the Government's policy of equitizing state-owned enterprises.

If budget capital is continued to be allocated to enterprises to implement compensation and infrastructure investment, it will further overlap the equitization process. Meanwhile, QISC currently no longer has its own capital to continue investing in infrastructure for lease.
According to the content of Official Dispatch No. 2918/STC-ĐTĐT dated April 16, 2026 of Quang Ngai Department of Finance, the relocation of affected households is assessed as extremely necessary in the context that the living environment and essential infrastructure serving people's lives are no longer guaranteed.
At the meeting on June 9, 2026 between leaders of Quang Ngai Provincial People's Committee with relevant departments and branches and representatives of the investor, Mr. Do Tam Hien - Vice Chairman of Quang Ngai Provincial People's Committee requested relevant units to drastically remove difficulties and obstacles of the project, and thoroughly handle the long-standing problems from the root.
Mr. Hien also requested departments and functional sectors to comprehensively review the process of organizing the implementation of the compensation plan right from the initial stage of approval; clarify the responsibilities of each relevant agency, unit, and individual to have appropriate handling directions, in accordance with legal regulations... to ensure the legitimate rights and interests of the people, contributing to accelerating the progress and improving the efficiency of project implementation in the province.
