The People's Committee of Hoang Sa Special Zone has its headquarters at Hoang Sa Exhibition House (located on Hoang Sa Street, Son Tra Ward), this is the first and only exhibition house in Vietnam to Hoang Sa archipelago, with administrative legal status under the People's Committee of Da Nang City.
Inaugurated on March 28, 2018, Hoang Sa Exhibition House has become a red address for educating patriotism and island sovereignty, regularly welcoming domestic and international tourists to visit.
There are always officials and staff on duty to guide people.
Accordingly, inside the Hoang Sa Museum there are currently maps, hundreds of documents, artifacts and images affirming Vietnam's undeniable sovereignty over Hoang Sa archipelago.
The documents displayed at Hoang Sa Museum are divided into many topics, throughout the history of the formation process, geographical location, and sovereignty of Hoang Sa on legal documents and maps circulated domestically and internationally.
According to Decision No. 2307/QD-UBND of the People's Committee of Da Nang City on the establishment of the People's Committee of Hoang Sa Special Zone, this is a State administrative agency under the People's Committee of Da Nang City, performing the role of local government in the Hoang Sa Special Zone.
The People's Committee of Hoang Sa Special Zone has legal status, its own seal and account; complies with the direction, inspection, and guidance on expertise and profession of relevant professional agencies of the People's Committee of Da Nang City.
Notably, regarding the organizational structure, the People's Committee of Hoang Sa Special Zone has a Chairman, Vice Chairmen, and members according to the provisions of law.
The People's Committee of Hoang Sa Special Zone has specialized agencies and affiliated public service units such as the specialized agency (B PND office); Public service unit (Hoang Sa Exhibition House).
On July 1, the People's Council of Da Nang City appointed Mr. Phan Van Binh - Member of the Provincial Party Standing Committee, Head of the Organization Committee of the Quang Nam Provincial Party Committee to hold the position of Director of the Department of Home Affairs of Da Nang City.
The Standing Committee of the City People's Council issued a Resolution appointing Mr. Phan Van Binh - Member of the Standing Committee of the City Party Committee, Director of the City Department of Home Affairs to hold the position of Chairman of the Hoang Sa Special Zone People's Committee, term 2021-2026.
Currently, Da Nang also has a Hoang Sa Special Zone Party Cell, this Party Cell belongs to the Party Committee of the Department of Home Affairs (Party Committee of the People's Committee of Da Nang City).
According to the establishment decision, the Party Committee of the Department of Home Affairs has appointed Mr. Tran Trung Son - Deputy Director of the Department of Home Affairs of Da Nang as Party Cell Secretary; Mr. Le Tien Cong - Chief of Office of the People's Committee of Hoang Sa District, Director of the Hoang Sa Exhibition House as Deputy Secretary of the Party Cell.
Talking to Lao Dong, Mr. Le Tien Cong - Chief of Office of Hoang Sa District People's Committee, Director of Hoang Sa Exhibition House - said that Hoang Sa Special Zone People's Committee is located at Hoang Sa Exhibition House.
In recent times, Hoang Sa Exhibition House has done a good job of guiding, displaying, and explaining to serve visitors. As of June 15, 2025, Hoang Sa Exhibition House has welcomed 16,772 visitors to visit and learn.
