The content of the telegram clearly states that from the beginning of May 2025 until now, although not yet in the peak of the rainy season, many dangerous weather phenomena such as thunderstorms, whirlwinds, lightning, heavy rain have appeared, causing flooding, flash floods, landslides in some provinces such as Lai Chau, Bac Kan, Quang Ninh, etc.
To proactively prevent and combat natural disasters, floods, ensure safety of life, and minimize damage to property of the people and the state, the Prime Minister requires:
The Chairmen of the People's Committees of the above-mentioned provinces and cities directed relevant agencies and units to continue to closely monitor the situation, organize timely and effective implementation of measures to proactively respond to natural disasters, especially landslides, flash floods, and localized flooding.
Absolutely do not let interruptions in leadership and direction in responding to natural disasters occur when implementing the rearrangement of administrative units and local government organizations at 2 levels.
The Minister of Agriculture and Environment directs and organizes close monitoring and supervision, warnings, forecasts, and provides timely information on weather and natural disasters to ministries, branches, localities and people to proactively deploy response work.
Proactively direct relevant sectors and localities to deploy specific measures to prevent, combat and overcome the consequences of natural disasters in accordance with the developments and situations of natural disasters according to assigned functions, tasks and authority.
Direct, inspect, and urge localities to focus on handling and overcoming incidents related to dykes, dams, and natural disaster prevention and control works that occurred during the 2024 and recent storm season to proactively prevent and combat natural disasters and floods in the coming time.
Coordinate with the Ministry of National Defense and the Ministry of Home Affairs to urgently review and guide localities to perfect the agencies performing the tasks of directing, commanding natural disaster prevention and control and search and rescue when organizing local governments at 2 levels.
The Minister of Industry and Trade directs the implementation of ensuring the safety of hydroelectric dams; The Minister of Construction directs the review and implementation of traffic safety measures in case of natural disasters, promptly overcoming landslides and disruptions.
The Ministry of Public Security directs local police, especially the local police force, to develop plans, proactively deploy support for people to prevent, combat, overcome the consequences of natural disasters and incidents, and search and rescue when situations arise.
