Hanoi - When being held accountable for fruits of unknown origin, the Head of the Hong Ha Ward Market Management Board said "due to daytime inspection".

On the morning of July 15, within the framework of the fifth session (regular mid-2026 session), the 17th Hanoi City People's Council, term 2026-2031, held a question-and-answer session.

Fruits without dossiers proving origin

Opening the question-and-answer session, the City People's Council presented a report reflecting the situation of fruits and goods of unknown origin being sold at some markets, including Long Bien wholesale market (Hong Ha ward).

Next, delegate Nguyen Lan Huong (Delegation Group No. 19) reflected that in many people's markets and stores selling clean fruits and imported fruits, there is a situation where goods are stamped and labeled but do not have documents proving their origin; or goods without stamps and labels, of unknown origin.

A similar situation was also recorded at Hong Ha market. This is the content that was questioned by the City People's Council at the mid-2025 session.

The city has also repeatedly directed to strengthen the traceability of goods and food safety control. However, to date, this situation has not been completely resolved.

Regarding this content, Mr. Le Hong Thang - Chairman of Hong Ha Ward People's Committee said that in the first 6 months of 2026, the Ward People's Committee coordinated with functional forces to inspect 190 food production and business establishments; discovered and handled 9 violating establishments, with a total fine of nearly 691 million VND.

At the same time, functional forces destroyed many batches of food of unknown origin, with a total value of nearly 186 million VND.

Answering delegates' reflections on the above content, Mr. Vu Quoc Hung - Head of the Hong Ha Ward Market Management Board said that the Market Management Board regularly propagates to business households to implement traceability of goods; establish a Food Safety Inspection Team in charge by a Deputy Head, regularly inspecting the compliance with regulations on origin and origin of goods.

Why are goods without dossiers proving origin, unclear origin still circulating; what is the responsibility of the Management Board in this issue?

Before the presiding judge's request, explaining why the stalls could not present documents proving their origin when the inspection team worked, Mr. Hung said that the recently screened report was recorded during the day. At this time, retailers often take goods from large small traders, and the people directly selling goods are mainly hired workers, so they cannot present relevant documents.

Basically, goods circulating through the market all have origin, especially imported goods" - Mr. Hung said.

The Chairman of the Hanoi City People's Council then said that in the report just shown, there were officials of the Market Management Board accompanying them, so it is impossible to give reasons why the inspection took place during the day or whether the seller was a hired laborer, so they did not grasp the invoices and documents.

Ms. Ha emphasized: "Your answer is not clear about your management responsibility in the current food management process on the market" - Chairman of the Hanoi People's Council said.

After the request of the Chairman of the City People's Council, Mr. Vu Quoc Hung continued to explain: "Basically, the function and task is to be propaganda, reminding to ensure security and order, ensure environmental sanitation, fire prevention and fighting and food safety. When we inspect and detect, we also inform functional units to coordinate handling".

Continuing to conduct the question-and-answer session, Ms. Phung Thi Hong Ha requested Mr. Hung to clarify whether the report stated that at the time of inspection, there were management board officials accompanying him but affirmed that they did not know that business households had invoices and documents, is that correct or not?

Answering, Mr. Hung confirmed that at the time of making the report, there were officials of the Market Management Board accompanying him. "It is true that the reporters asked about invoices and documents, but the seller's answer was also a bit irresponsible. As for the goods, most of them have clear invoices and documents of goods origin, not to the point of being floating goods" - Head of the Hong Ha ward market management board said.

The Chairman of the City People's Council continued to question: "So you affirm that the goods currently being sold, for example in the report, are not floating goods, right?".

In response, Mr. Hung said: "Reporting to you comrades, when we check a lot at night and large owners, most of them have invoices and documents.

Concluding this content, Ms. Phung Thi Hong Ha requested the Head of the Market Management Board to coordinate with the Market Management Team to immediately check the reflection in the report on fruits of unknown origin, determine whether it is correct or not and have a written report to the City People's Council.
