The Traffic Police Department said that in the situation of taking people to the emergency room, if the vehicle operator is forced to violate the law on traffic order and safety such as running red lights, going into the emergency stop lane to shorten the time to take the patient to the hospital, it may be considered an emergency situation.
Similarly, in the case where a vehicle driver is stopping at a red light but there are priority vehicles behind such as ambulances, fire trucks, while the surrounding area is crowded with vehicles, the driver can go through the stop line and move close to the right side of the road to give way to priority vehicles. According to the Traffic Police Department, this situation can also be considered an emergency situation.
The Law on Handling of Administrative Violations stipulates that no penalties are imposed for violations committed in urgent situations.
Remote fines decisions can still be removed
The Traffic Police Department guides that, in case people receive a late-night fine notice but consider that the violation occurs due to being carried out in an emergency situation, they need to bring documents related to themselves and their vehicles to the traffic police agency at the address stated in the notice.
People can use physical documents or electronic documents on VNeID, VNeTraffic, and provide documents proving violations occurred in urgent situations such as videos, images, documents...
After receiving it, the traffic police force will verify and clarify the incident. If it is determined that it is an urgent situation, no fines will be imposed.
In fact, there have been cases where violations were canceled after traffic police verified people's traffic violations in order to take patients to the emergency room.
