Regarding the work of merging provinces and implementing the two-level local government model, Kon Tum province merged with Quang Ngai, while Gia Lai province merged with Binh Dinh.
Before the new provincial-level administrative unit officially came into operation from July 1, 2025, the Secretaries of the two provinces had a sharing and encouragement session with key leaders of the new communes and wards after the arrangement.
According to Central Party Committee member, Gia Lai Provincial Party Committee Secretary Ho Van Nien, the new commune level is the "brain" operating locally - the place closest to the people, close to the people and working directly with the people the most. This is the level that performs all the work of the commune level and about 80% of the current workload of the district level.
Therefore, the role of the team of commune-level cadres and civil servants is decisive in the successful implementation of the Party's policies, as well as the State's policies and laws.
The Standing Committee of the Gia Lai Provincial Party Committee recommends that key cadres at the commune level increase contact and dialogue with the people, promptly resolve arising problems. At the same time, it is necessary to fully inventory and hand over records, documents, public assets, land, and finance between old and new administrative units; completely handle the financial backlog, debts, administrative procedures, and cadastral records of merged communes.
Secretary Ho Van Nien encouraged cadres to study, practice, and adapt to new workloads in conditions of a wider management area and a larger population.

In Kon Tum, member of the Party Central Committee, Secretary of the Provincial Party Committee Duong Van Trang said that the arrangement of commune-level administrative units not only opens up a large development space, focusing resources on infrastructure investment, economic development, building new rural areas and civilized urban areas, but is also an opportunity to improve the quality of the team of cadres, civil servants and public employees.
Therefore, the Standing Committee of Kon Tum Provincial Party Committee requires cadres and party members to constantly foster, learn, and acquire new knowledge and skills to meet the requirements in the new situation.
Mr. Duong Van Trang also requested the district and city Party Committees to coordinate with relevant agencies to urgently review and arrange headquarters and facilities for communes and wards, ensuring effective operation from July 1, 2025.
Key leaders of new communes and wards are expected to continue to promote their strengths, innovate their thinking, dare to think, dare to do, and local leaders will excellently complete assigned tasks. Thereby, contributing to building a solid foundation for the development of the new Quang Ngai province.
From July 1, 2025, Gia Lai Secretary Ho Van Nien will take up the duties and hold the position of Permanent Deputy Minister of Ethnic Minorities and Religions according to the Prime Minister's Decision.
