On May 28, Khuong Dinh ward (Hanoi) organized a conference to summarize the site clearance work of the Ring Road 2.5 construction investment project in Khuong Dinh ward.
In nearly 20 minutes of speaking at the Conference, Secretary of the Party Committee, Chairman of the People's Council of Khuong Dinh Ward Vo Dang Dung mentioned the word "thank you" many times.
Mr. Dung respectfully thanked the organizations, households, and individuals whose land was recovered for the Ring Road 2.5 project, Nguyen Trai - Dam Hong section, for their coordination, support, assistance, and creation of all conditions for the local government to implement the land clearance task.
The workload is very large, but with the determination of the entire political system, especially the companionship of the people, up to this point, Khuong Dinh ward has basically completed the site clearance of the Ring Road 2.5 project, Nguyen Trai - Dam Hong section and exceeded the set schedule," Mr. Dung announced the good news at the Conference.
According to Secretary of the Party Committee of Khuong Dinh Ward Vo Dang Dung, the positive results in site clearance for the Ring Road 2.5 project come from many factors, the most important of which is creating consensus among the people.
Mr. Dung said that many households in the land clearance area have suffered many disadvantages. However, when people understood the urgency and long-term significance of the project, they shared and coordinated with the government in the implementation process.
This is the biggest lesson learned and also the biggest result of the project, which is to create consensus among the people," Mr. Dung emphasized.
In addition, the ward leaders determined that publicizing and making transparent the guidelines and policies related to compensation, support, and resettlement are key factors for people to feel secure and trust.
According to Mr. Vo Dang Dung, direct dialogue with the people also plays a particularly important role.
Meetings and answering petitions all have the direct participation of ward leaders, especially the Chairman of the Ward People's Committee, in order to promptly remove obstacles and help people understand the regulations of the State.
People cannot fully grasp the regulations related to site clearance. Therefore, ward leaders must directly dialogue, listen and thoroughly answer petitions," Mr. Dung said.
In addition to focused meetings, the Party Secretary, Chairman of the People's Council; Chairman of the Ward People's Committee and working groups also went to each residential area to grasp the thoughts and aspirations of the people to consider and remove arising difficulties.
For contents under its authority, the ward prioritizes immediate resolution with a spirit of urgency and flexibility while still ensuring compliance with legal regulations.
Issues beyond authority are summarized and promptly reported to the Steering Committee for Site Clearance for key projects of the city and the Hanoi People's Committee for consideration and handling.
We always try to be flexible in the process of resolving people's petitions, on the basis of ensuring compliance with regulations and maintaining stability in the locality," Mr. Dung said.
I hope people always consider Khuong Dinh a familiar place.
Although site clearance work has achieved many positive results, Secretary of the Party Committee of Khuong Dinh Ward Vo Dang Dung said that some people are still concerned and not really satisfied with the mechanism and policies of compensation and resettlement support.
This is also something that the Secretary and leaders of Khuong Dinh ward are extremely concerned about throughout the project site clearance process.
Faced with that reality, ward leaders often have to sit down together to find solutions.
I and the Chairman of the Ward People's Committee almost every day discuss the problems of the people, see what mechanisms and policies still need to be proposed to remove to ensure maximum benefits for them within the framework of legal regulations," Mr. Dung shared.
Leaders of Khuong Dinh ward also frankly acknowledged that in the process of performing tasks, there were times when officials working on site clearance were not really flexible and adaptable in handling work.
In the process of performing tasks, if we have things that are not good or not right, we really hope people will sympathize, share and forgive us," Mr. Dung said.
According to the Secretary of the Party Committee of Khuong Dinh ward, the pressure of progress and the large workload sometimes make the implementation process tense. However, the local government always strives to stick to reality, flexibly handle each case with the goal of harmonizing the interests between the State and the people.
Before concluding his speech, the leaders of Khuong Dinh ward once again thanked the households who agreed to give land to the project.
