On the morning of July 16, speaking at the 4th Session of the 19th Thanh Hoa Provincial People's Council, term 2026-2031, Mr. Le Duc Thai - Secretary of the Provincial Party Committee, Head of the Thanh Hoa Provincial National Assembly Delegation - requested all levels and sectors to maintain the growth target, remove bottlenecks and rectify the situation of avoidance and shirking responsibility.
According to the Secretary of Thanh Hoa Provincial Party Committee, in the first 6 months of 2026, the province simultaneously implemented many major tasks, including the operation of the 2-level local government model, but still achieved some positive results.
State budget revenue reached more than 34,000 billion VND, equal to 66.2% of the estimate, an increase of 15.7% compared to the same period. Social security policies were maintained; national defense and security were maintained; Party building and political system work continued to be strengthened.
Besides the achieved results, the GRDP growth rate of the province has not met expectations. The disbursement progress of public investment capital is still slow; the handling of backlog and prolonged projects, planning, land price determination and investment procedure settlement have not yet met requirements.
Notably, Thanh Hoa Provincial Party Secretary pointed out that there is still a situation of avoidance, shirking responsibility, and unresolute handling of work, affecting the progress of task implementation and the trust of people and businesses.
Mr. Le Duc Thai emphasized that the major bottleneck currently lies not only in mechanisms and policies but mainly in the implementation stage. The policy is there, the authority has been decentralized, the remaining issue is the spirit of responsibility, bravery and capacity of the staff, especially the heads.
Agencies and units are required to immediately resolve tasks under their authority; not to avoid, not to push, not to ask for evasive and roundabout opinions; must closely follow and handle the work to the end.
To complete the 2026 target, Thanh Hoa Provincial Party Secretary requested not to adjust the growth target. Each department, sector, and locality must specifically review the targets and growth drivers, clearly identify tasks, progress, responsibilities and results.
The province will focus on removing obstacles in investment, land, planning, site clearance and disbursement of public investment capital; accelerate the handling of backlog and prolonged projects. Each difficulty must be clearly assigned to the presiding agency and the completion deadline.
Along with that, Thanh Hoa continues to promote administrative reform, digital transformation, science and technology development; improve the investment and business environment and attract large-scale, high-tech, high-value-added projects.
Thanh Hoa Provincial Party Secretary also requested the Provincial People's Council to strengthen supervision of the implementation of resolutions, mechanisms and policies, ensuring that decisions are implemented substantively and soon go into life.
