On June 1st, according to PV's investigation, the Chairman of Cao Bang Provincial People's Committee has just issued a directive requesting to improve the quality of advisory work, appraisal, and submission for signing of documents; and at the same time strengthen the prevention of violations, losses, and waste in the process of performing official duties.
Through inspection, examination, audit and complaint resolution, there is still a situation of advice that does not ensure quality, the review of dossiers is formalistic, and legal and financial risks and risks of loss of public assets have not been fully assessed.
In some places, there is also a situation where the head assigns the entire processing of dossiers to subordinates but lacks inspection and supervision; when errors occur, there are signs of shirking responsibility.
The situation of avoiding, asking for unnecessary opinions or prolonging the time to resolve work for reasons of "fear of making mistakes", "unprecedented" has not been thoroughly overcome.
The Provincial People's Committee requests the heads of agencies and units to be fully responsible for the quality of advice and the results of work resolution.
The assignment of deputy heads or specialized units to perform tasks does not reduce the responsibility of the head.
Agencies must ensure that the content of advice has full legal basis, feasibility, socio-economic efficiency and clearly assess the risks that may arise.
It is strictly forbidden to submit for signature when the dossier does not have sufficient legal basis or has not clarified the contents related to land, public assets, and capital sources.
The Directive also requires strengthening control over areas with potential risks of loss and waste such as land, public investment, auctions, bidding, public procurement, and resource and mineral management.
Units are not required to supplement dossiers outside regulations, not to transfer dossiers in circles or solicit opinions indiscriminately, affecting the progress of work resolution.
The Provincial People's Committee emphasized the need to end the situation of avoiding responsibility.
In case there are many different understandings of regulations, the presiding agency must proactively research, propose handling plans and be responsible for the advice content.
In addition, the province encourages and protects officials who dare to think, dare to do, dare to take responsibility for the common good; resolutely handle acts of taking advantage of this policy to legitimize violations or cause loss and waste of state assets.
The Provincial Inspectorate and relevant departments and agencies are assigned to strengthen inspection and examination of high-risk areas; promptly detect and rectify violations early and remotely.
Agencies and units must complete the review and completion of internal procedures in June 2026.
