Mr. Le Van Chung - Deputy Director of Project Management Board 5 said that up to now, the implementation value of the National Highway 28B renovation and upgrade project is about 620/1,083 billion VND, reaching 57%.
Of which, crushed stone aggregate is granted 45/68km (reaching 66%), asphalt concrete is granted 37/68km (reaching 54%). The site has been handed over to relevant units for 63km/68km (reaching 91.5%).
Regarding the implementation of the packages, it is worth noting that package XD1 (Km0 - Km42) has only been paved with asphalt concrete for 13/41km (32%). Thus, this package is behind schedule compared to the Ministry of Construction's request to shorten the progress.
The construction units said that the route is in the rainy season, causing difficulties in implementing roadbed construction, especially the excavation and filling of soil, affecting the project implementation progress.
In late October 2025, widespread heavy rain affected the construction and caused the slope of the positive slope to collapse (Km21+500, Km22+100, Km45+300, Km44+500, Km48+800). Therefore, the contractor must focus on moving to ensure traffic safety.
At the meeting on November 1, Mr. Y Thanh Ha Nie K dam - Secretary of Lam Dong Provincial Party Committee requested investors and contractors to proactively overcome difficulties in the construction process. Lam Dong province will continue to accompany relevant units to implement the project with the highest efficiency
Currently, the remaining project volume is relatively large (about 43% of the contract value) while the remaining construction time is not much.
Lam Dong Provincial Party Secretary Thanh Ha Nie K dam suggested that Project Management Board 5 focus on implementing measures to speed up construction progress, especially for locations with clean land.
The Secretary of Lam Dong Provincial Party Committee also noted that along with speeding up the construction progress, it is necessary to ensure the quality of the project is in accordance with prescribed standards.
The project to renovate and upgrade National Highway 28B was approved by the Ministry of Construction in November 2023. The project is invested by Project Management Board 5.
The project has a total length of about 68km, part of the medium-term public investment plan for the period 2021-2025, expected to be handed over in 2026.
Recently, the Provincial Party Committee and the People's Committee of Lam Dong province have strongly directed the handover of clean land for the project and coordinated land sources within the scope of regulations for contractors to carry out construction in a series.
