On April 14, the Ministry of Agriculture and Environment sent a report to the Ministry of Justice on reviewing and proposing plans to cut and simplify administrative procedures, business investment conditions and decentralize administrative procedures under the management scope of the Ministry of Agriculture and Environment.
According to the report, the Ministry of Agriculture and Environment has completed the review and proposed plans to cut and simplify administrative procedures, investment and business conditions, and decentralize administrative procedures under its management.
Specifically, according to the provisions of the Investment Law, there are currently 40 conditional business lines under the management of the Ministry of Agriculture and Environment. Implementing the direction of the Government and the Prime Minister, the Ministry has reviewed and proposed to cut 12/40 conditional business lines and narrow the scope to 06/40 conditional business lines, achieving a reduction rate of 37.5%.
In 2025, the Ministry simplified 266/845 business investment conditions according to the provisions of the Investment Law, reaching a rate of 31.48%.
To date, the Ministry currently has 579 business investment conditions under the Ministry's management. Implementing the direction of the Government and the Prime Minister, the Ministry has organized a review and continued to propose cutting and simplifying 106 business investment conditions, reaching a rate of 18.3%. Thus, after 02 years of implementing Resolution No. 66/NQ-CP, the Ministry has simplified 372 business investment conditions according to the provisions of the Investment Law, a rate of 44%; Proposing to cut 10/10 business conditions not under the Investment Law, a rate of 100%.
Also in 2025, the Ministry of Agriculture and Environment reviewed 650 administrative procedures under its management, including 518 procedures related to business investment conditions with a total processing time equivalent to 16,667 days, compliance costs of about 9,702 trillion VND. Up to now, the Ministry has implemented a reduction of 6,748 days, achieving a reduction rate of 40.49% of the time to resolve administrative procedures and a reduction of 5,084.5 trillion VND, achieving a reduction rate of 52.40% of administrative procedure compliance costs compared to 2024.
At the request of the Government and the Prime Minister, the Ministry of Agriculture and Environment has organized a review and continued to propose cutting 82/638 administrative procedures (including 65 ministerial-level procedures and 17 provincial-level procedures), equivalent to cutting an additional 1,800 days, reaching 10.8%. The Ministry is continuing to calculate the compliance costs of cutting the above 82 administrative procedures.
Thus, the Ministry of Agriculture and Environment has reduced 51.29% of the time to resolve administrative procedures and reduced 52.40% of the cost of complying with administrative procedures (excluding the cost of complying with 82 procedures proposed for reduction mentioned above) compared to 2024, exceeding the target set by the Government.
In addition, the Ministry of Agriculture and Environment has reviewed and proposed to remove 1 internal administrative procedure requiring local authorities to appraise investment projects specified in Clause 4 of the Law on Dikes (which has been amended and supplemented by a number of articles of the Law on Natural Disaster Prevention and Control and the Law on Dikes) to seek opinions from the Ministry.
Regarding decentralization and decentralization of administrative procedures, according to the proposed plan, the total number of administrative procedures under the management scope of the Ministry of Agriculture and Environment will be reduced to 556 administrative procedures, of which 141 are ministerial-level administrative procedures. Thus, at the same time, proposing decentralization, decentralization and abolition of administrative procedures, the number of ministerial-level administrative procedures currently has 141 administrative procedures, accounting for only 25.36% of the total number of administrative procedures under the management scope of the Ministry, exceeding the target of decentralization and decentralization of administrative procedures requested by the Central Government and the Government.
To ensure the completion of tasks in the second quarter of 2026 as required by the Central Executive Committee and the Government, the Ministry of Agriculture and Environment requests the Ministry of Justice to provide guidance and orientations for Ministries and ministerial-level agencies on amending and supplementing legal normative documents to implement the plan to cut and simplify conditional investment and business lines, investment and business conditions, administrative procedures and decentralization of administrative procedures.
