The Ministry of Finance is drafting a Circular amending and supplementing a number of articles of Circular No. 01/2018/TT-BTC dated January 2, 2018 of the Minister of Finance regulating the management and use of funds to ensure traffic safety and order and Circular No. 28/2019/TT-BTC dated May 21, 2019 of the Minister of Finance amending and supplementing Circular No. 01/2018/TT-BTC.
In the Proposal to amend the Circular, the Department of Finance - Industry Economy (Ministry of Finance) presented a number of things that need to be amended as follows:
Amend and increase the spending norms for visits and support for traffic accident victims and families of deceased victims at Point d, Clause 3, Article 4 of Circular No. 01/2018/TT. Spending to visit and support traffic accident victims and the families of deceased victims:
In particularly serious traffic accidents: Support expenditure is not more than 10 million VND/dead person (currently 5 million VND); not more than 05 million VND/seriously injured person (currently 2 million VND).
During the Lunar New Year, "World Day of Commemoration of Traffic Accident Victims": Spending no more than 5 million VND/person on visits to seriously injured victims and families of victims who died in traffic accidents and are in difficult circumstances (currently 2 million).
The reason is that Circular No. 01/2018/TT-BTC dated January 2, 2018 has been issued for 7 years. Up to now, the support levels have not been suitable for the actual situation. In addition, the number of people killed in traffic accidents in recent years has tended to decrease, however, the number of deaths and serious injuries in particularly serious traffic accidents has tended to increase and mainly occurred in localities with low per capita incomes, with many difficulties.
Regarding the funding for policy implementation, the Department of Finance - Economics said that according to the report of the National Traffic Safety Committee in Official Dispatch No. 96/UBATGTQG dated June 3, 2025 on the summary report on the work of ensuring traffic order and safety, reducing traffic congestion for the 2021-2026 term (data up to the end of April 2025) as follows: Based on the report's data, the amount of funding implemented when increasing the level of visits in 2025 is about:

During the Lunar New Year, "World Day of Commemoration of Traffic Accident Victims", visits victims who were seriously injured and their families who died in traffic accidents in difficult circumstances, with a maximum of: (11,200 + 16,500) x 5 million VND/person = 138.5 billion VND (an increase of 81,436 million VND compared to the budget in 2024).
