On the Ministry of Finance Information Portal, a citizen asked: "My child is a first-year student majoring in Medicine, University of Health Sciences - Vietnam National University Ho Chi Minh City, with excellent academic results in 3 years of high school.
I would like to ask, am I eligible to borrow credit to pay tuition fees, living expenses, and other tuition fees according to the policies stipulated in Decision No. 29/2025/QD-TTg?".
The Ministry of Finance answers about this issue as follows:
On August 28, 2025, the Prime Minister issued Decision No. 29/2025/QD-TTg on credit for students, master's students, and bioresearch students in science, technology, engineering and mathematics.
Accordingly, the borrowers according to the provisions of Decision No. 29/2025/QD-TTg are students, master's students, and postgraduate students who are Vietnamese citizens studying science, technology, engineering and mathematics according to the provisions of this Decision at higher education institutions and vocational education institutions under the national education system established and operating under the provisions of Vietnamese law.
Science, technology, engineering and mathematics majors specified in Decision No. 29/2025/QD-TTg include the following specific training majors and fields: Life sciences, natural sciences, computers and information technology, technical technology, engineering, architecture and construction, manufacturing and processing, mathematics and statistics, financial technology according to the Prime Minister's regulations on promulgation of the List of education and training of the national education system and related legal documents guiding; other key technology training majors according to the provisions of law.
The loan conditions have been stipulated in Decision No. 29/2025/QD-TTg, in which students must graduate from high school according to the provisions of law and meet the following conditions at the time the Vietnam Bank for Social Policies considers and decides to approve loans according to the provisions of this Decision.
Specifically as follows:
For first-year students: who have simultaneously completed all three years of high school and are assessed as having academic results at a fairly good level or higher according to the provisions of law; or have achieved an average score of grade 12 in math, physics, chemistry, biology from 8 points or higher.
For students from the second year onwards: Having average academic results in subjects that are excellent or higher according to the provisions of law in the previous year immediately preceding the year of requesting the Vietnam Bank for Social Policies to lend capital.
In addition, at the time of requesting the Vietnam Bank for Social Policies to lend capital, learners must fill out a declaration of information according to the form specified in Appendix I of Decision No. 29/2025/QD-TTg, "request confirmation from higher education institutions, vocational education institutions (including confirmation content on training majors and fields)" and provide complete dossiers and relevant documents to the Vietnam Bank for Social Policies.
Currently, the list of education and training of the national education system is being regulated in Decision No. 01/2017/QD-TTg dated January 17, 2017 of the Prime Minister and the List of statistics of higher education training sectors is being regulated in Circular No. 09/2022/TT-BGDDT dated June 6, 2022 of the Ministry of Education and Training.
From the above situation, based on the provisions of Decision No. 29/2025/QD-TTg, Decision No. 01/2017/QD-TTg of the Prime Minister and Circular No. 09/2022/TT-BGDDT of the Ministry of Education and Training mentioned above, it is requested that readers directly contact the educational institution where their children are studying to carefully review training majors and fields to confirm information before requesting the Vietnam Bank for Social Policies to consider and lend capital according to regulations.
In case they are eligible for loans and meet the conditions and dossiers as prescribed in Decision No. 29/2025/QD-TTg, they will be considered and lent capital by the Vietnam Bank for Social Policies.
In addition, currently the Vietnam Bank for Social Policies is also implementing credit policies for students in difficult circumstances according to the provisions of Decision No. 157/2007/QD-TTg dated September 27, 2007 of the Prime Minister (amended and supplemented in Decision No. 05/2022/QD-TTg dated March 23, 2022).
