The Ministry of Construction directs railways to plan to stop trains during flooding

The Ministry of Construction has just issued a telegram on overcoming the consequences of floods in the Central region. In particular, the railway industry plans to stop trains when flooded.

On October 31, the Ministry of Construction issued a telegram on continuing to implement synchronously and effectively response measures, urgently overcoming the consequences of floods, soon stabilizing people's lives, and restoring production and business in the Central region.

Accordingly, the Ministry of Construction directs the Vietnam Railway Authority and Vietnam Railway Corporation to direct railway management and maintenance units to continue to strictly implement the patrol and maintenance regime for works and vulnerable locations, key areas such as bridges and weak roads that are prone to flooding; areas that are prone to flash floods, sections of mountain passes that often have fallen rocks, receding soil, railway areas downstream of dykes, irrigation dams, and reservoirs.

Direct units to focus on means, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time.

There is a plan to stop the ship, extend the ship, increase the speed limit, and transfer passengers when the flood situation causes flooding and landslides in the areas where the ship must be stopped.

The Ministry of Construction also requested the Vietnam Road Administration to direct road management units to fully prepare spare materials, arrange machinery, equipment and human resources in key locations that are often affected by landslides to proactively overcome and ensure traffic in the fastest time, especially on key national highways and expressways in areas affected by floods, specifically:

Focus on inspecting and reviewing areas at risk of flooding, landslides, and flash floods to have solutions to handle and remote traffic flow.

Arrange forces to guard and guide traffic at locations at risk of deep flooding and rapid flow, especially through culverts, spillways, ferry terminals, pontoon bridges, and ferries; assign guards, put in buoys, barriers, and signals at locations where roads are flooded, culverts, broken sections of roads, and landslides.

resolutely do not allow people and vehicles to pass when there is still a risk of unsafety.

For locations with large landslides and slides causing traffic congestion, direct road management and maintenance units to coordinate with localities to immediately deploy remote diversion plans, promptly fix the problem, mobilize maximum machinery, equipment and human resources in the area to ensure traffic opening in the fastest time.

Note that it is necessary to ensure the safety of forces and vehicles participating in overcoming flood incidents on key traffic routes.

Proactively, be ready to support and coordinate with the Department of Construction of localities with national highways that are facing traffic congestion to urgently repair and ensure the route is opened as soon as possible, especially in arranging means, equipment, and materials to quickly repair landslides to open the route to serve the transportation of relief goods and people's travel when required.

The Vietnam Maritime and Waterway Administration is responsible for directing its affiliated units to coordinate with relevant local units in guiding anchorage areas, safe shelters for vehicles and taking measures to ensure the safety of people and vehicles when emergency situations occur; requiring vehicles anchored near river crossing bridges to urgently move to safe locations, absolutely not allowing vehicles to crash into river crossing structures.

Urge units managing and maintaining inland waterways to promptly recall buoys and signals before floods or when receiving flood discharge notices from the Steering Committee for Flood and Storm Prevention and Control of localities; have plans to ensure safety or recall and preserve buoys, signals and accessories; promptly re-deploy the buoy and signal system immediately after floods.

The Civil Aviation Authority of Vietnam directs units to strengthen inspection of airports, terminals, communication systems, flight operations, and command to promptly detect and handle incidents.

Direct airlines to closely monitor weather developments to promptly adjust flight schedules, routes and arrival terminals accordingly to ensure absolute safety of flight operations when there is bad weather caused by heavy rain.

The Department of Economics - Construction Investment Management directs Project Management Boards, investors, construction contractors, and related units to deploy solutions to ensure construction safety and prevent landslides during the flood season; at the same time, prepare conditions to promptly overcome project incidents, coordinate to ensure smooth traffic on routes that are both under construction and operation.

The Department of Construction of localities in areas affected by this flood will closely coordinate with local levels, sectors, Road Management Zones and units managing and repairing roads, railways, and waterways to proactively overcome incidents caused by floods, conduct traffic flow, and ensure traffic on roads and waterways under its management.

Coordinate with the road and railway sectors in arranging vehicles, equipment, and materials to quickly repair landslides to open routes to serve the transportation of relief goods and people's travel when required.
