On October 31, the Government Office issued Notice No. 591/TB-VPCP on the conclusion of Deputy Prime Minister Le Thanh Long's inspection and urging of the investment project to build the second facility of Viet Duc Friendship Hospital and Bach Mai Hospital in Ninh Binh.
The Deputy Prime Minister requested the Ministry of Health, the Project Management Board, contractors and relevant ministries and agencies to continue to be determined, efforts, proactive, focus maximum resources, synchronously, drastically and effectively implement solutions to completely handle difficulties and problems arising and complete the remaining work and tasks at the two project projects, in which the following key tasks are noted:
The Ministry of Health, according to its functions, tasks and authority, directs the Project Management Board to urgently appraise and approve the design estimate for the construction of the electromechanical item of the investment project to build the second facility of Bach Mai Hospital according to regulations.
The signing of the contract adjustment appendix shall be made immediately after the construction drawing design estimate is approved and the payment for completed items shall be completely resolved, not directly related to the construction drawing design estimate as prescribed.
Coordinate with the Ministries of Construction and National Defense to direct contractors to urgently complete fire prevention and fighting design documents and documents as a basis for settlement according to regulations; complete these tasks before November 10, 2025.
Direct the Project Management Board to urgently complete the infrastructure items outside the building; complete before November 15, 2025.
Direct the Project Management Board, Viet Duc Friendship Hospital, and Bach Mai Hospital to promote the procurement and bidding of equipment to ensure quality and progress, in accordance with the provisions of law and operate when the two hospitals begin operations.
Direct the two hospitals to prepare plans for human resources, equipment, information technology systems and organize operations so that the two hospitals can be put into operation immediately upon completion of the two project projects.
Preside over and coordinate with the Ministry of Finance and relevant ministries and agencies to urgently develop and complete documents on specific mechanisms to ensure the operation of the two hospitals; report to the Government on complete documents and quality assurance according to regulations before November 15, 2025.
Continue to closely follow the actual situation; update the implementation plan for all tasks of the 2 projects, in which carefully review the progress of the remaining items that need to be implemented to complete the 2 projects and other assigned tasks and tasks.
Continue to strictly report to the Prime Minister periodically every week on the progress, situation, and results of the implementation of assigned tasks; promptly report and recommend to competent authorities on issues beyond their authority.
