Closely monitor, ensure smooth traffic
The Ministry of Construction requires heads of agencies and units to closely monitor the developments of floods and rains, focus on leading and directing the effective implementation of response measures, ensuring smooth traffic as soon as possible.
The Vietnam Road Administration must urgently review flooded and landslide points, arrange guards, guide traffic, set up buoys and fences, and resolutely prevent vehicles from passing through dangerous areas. For large landslides causing congestion, it is necessary to mobilize maximum machinery and human resources to open traffic as quickly as possible, and report the damage to the Ministry before 12:00 on August 30, 2025.
The Vietnam Railway Authority and Vietnam Railway Corporation are assigned to increase patrols and checkpoints in vulnerable areas, with plans to stop trains, stretch trains, and transfer passengers when necessary. Units must report to the Ministry on time the remedial and damage plan.

Meanwhile, the Vietnam Maritime and Waterway Administration was directed to review the drifting buoy and signal system; promptly re-implement to ensure the safety of the route. Meritorious vehicles are not allowed to anchor near river crossing works.
The Civil Aviation Authority of Vietnam must also closely monitor weather developments, adjust flight schedules accordingly, increase inspection of airports, terminals, and communication systems to ensure absolute safety of flight operations.
Inter-sectoral coordination, 24/7 on-duty
The Department of Construction of localities affected by natural disasters is required to closely coordinate with road, rail and waterway management agencies to divert traffic, organize transportation, increase boxes, and transfer passengers and goods when required.
