Regarding information on ensuring traffic safety during the Lunar New Year, the Ministry of Construction said that according to forecasts, during the Binh Ngo Lunar New Year and the 2026 Spring Festival season, traffic flow on roads, railways, inland waterways and aviation will increase sharply, creating great pressure on the infrastructure system and transport organization. The risk of traffic congestion and traffic accidents, especially at major gateway and traffic hubs, and festival-organizing areas, is forecast to be potentially risky.
To serve the travel needs of people well and maintain smooth transportation operations, the Minister of Construction requested specialized management departments, local Departments of Construction and relevant agencies and units to focus on synchronously and drastically implementing many solutions.
First of all, the Ministry of Construction requests to thoroughly grasp and seriously implement the directions of the Secretariat, the Prime Minister and the plans issued by the Ministry on serving people's travel, ensuring traffic order and safety during Tet and the 2026 Spring Festival season.
Clear assignment of responsibilities, strengthening inspection and supervision of the implementation process are identified as key tasks.
The Ministry of Construction directs transport enterprises to increase vehicles, especially public passenger transport, in order to conveniently connect railway stations, airports, bus stations, and train stations.
The requirement is to absolutely not let passengers have no means of transportation to return to their hometowns for Tet. Along with that, functional agencies must strengthen inspection and handling of the declaration and listing of transport fares, train and bus ticket prices, and prevent the situation of price squeezing and illegal price increases.
Specialized management departments are assigned to review and fully issue programs and plans to serve Tet; develop reasonable traffic organization plans to curb and minimize traffic accidents and limit congestion on routes managed by the sector, especially routes connecting Hanoi and Ho Chi Minh City.
Expressways, railway stations, airports, bus stations, seaports, inland waterway ports and festival areas. At the same time, ensure full provision of essential urban infrastructure services such as clean water, waste collection, urban lighting throughout the Tet holiday.
For construction departments of provinces and cities, the Ministry of Construction requests close coordination with the Police force and local authorities to strictly manage transport activities.
Transport units must arrange sufficient vehicles and drivers, have plans to increase vehicles to meet people's travel needs, and at the same time ensure smooth transportation of goods before, during and after Tet, especially in remote and isolated areas, ethnic minority areas, border areas and islands.
The inspection and control of quality, technical safety and environmental protection for vehicles and vehicle operators are required to be strictly implemented. Violations in transport business activities, especially contract cars and fixed-route passenger cars, will be strictly handled.
The Ministry of Construction requests to resolutely not bring vehicles that do not meet safety conditions into business, strictly control large-volume passenger transport, waterway transport from shore to island, passenger transport across rivers and operations at key traffic hubs.
In addition, localities need to strengthen propaganda, require drivers to strictly comply with regulations on speed and driving time, arrange reasonable rest stops, carry the correct number of people, remind passengers to fasten seat belts when traveling by car, wear life jackets when participating in waterway traffic. The work of reviewing and ensuring traffic infrastructure safety, supplementing road signs, especially in mountainous areas, steep passes, fog, and limited visibility, is also emphasized.
For general corporations and transport enterprises, the Ministry of Construction requests to organize good passenger and cargo transport activities during Tet; strengthen inspection of staff directly serving train operations and flight operations; develop plans to increase flights and trains, arrange suitable night flight times to meet travel needs, and minimize delays and cancellations during Tet peak periods.
Airports are assigned to coordinate in organizing traffic diversion, guiding passengers and seekers, proactively developing plans to strengthen human resources, regulate traffic, and promptly relieve congestion, especially at Tan Son Nhat, Noi Bai and Phu Quoc Airports during peak days before Tet.
The Ministry of Construction also requested to promote information and propaganda on traffic laws, transport safety, and traffic safety rules such as "drinking alcohol and beer - do not drive", "Do not use phones while driving", "Wear seat belts when sitting in cars", "Compliance with speed regulations".
At the same time, announce a hotline to receive feedback from people, organize 24/7 duty and implement a full reporting regime on the traffic order and safety situation during the 9 days of the Binh Ngo Lunar New Year holiday in 2026.
