On July 7, information from the Ministry of Construction said that the unit had a document responding to the petition of voters in Ho Chi Minh City sent after the first session of the 16th National Assembly related to the study and promulgation of specific regulations and criteria on traffic density as a basis for installing traffic lights.
According to voters' reflections, the lack of unified criteria may lead to the installation of too many traffic lights with short distances, affecting vehicle traffic capacity and increasing the risk of traffic congestion.
Therefore, voters propose that functional agencies study and issue specific and synchronous regulations between localities.
Responding to this proposal, the Ministry of Construction said that the design, installation and operation of the traffic light system are currently carried out in accordance with the provisions of the Road Law of 2024, the Law on Road Traffic Order and Safety of 2024, and current technical regulations and standards.
In which, TCCS 24:2018/TCĐBVN stipulates the conditions for considering the arrangement of traffic lights based on traffic flow, pedestrian flow, traffic conditions through schools, conditions for coordinating traffic light control on the network (green wave) and traffic control design process using traffic lights to ensure traffic safety and traffic flow capacity of intersections.
Thus, the current system of legal normative documents, regulations and technical standards has basically clearly stipulated the criteria as a basis for considering the installation of traffic lights at road intersections.
According to the Ministry of Construction, therefore, the installation of traffic lights is not only based on vehicle traffic flow but is considered to synthesize many technical conditions and traffic organization requirements to ensure traffic order and safety, traffic flow capacity of the route as well as coordination between intersections on the same route.
The Ministry of Construction also acknowledged voters' opinions on the need to ensure synchronicity in traffic organization and limit the situation of arranging traffic lights at inappropriate distances, affecting vehicle traffic capacity and increasing the risk of traffic congestion.
Regarding the content reflected by voters above, according to the provisions of law on decentralization of road management, the decision to invest, install, adjust and operate traffic light systems on roads under the management scope of the locality is under the authority of the Provincial People's Committee.
The Ministry of Construction will continue to direct the Vietnam Road Administration to review traffic organization on national highways assigned to manage; and at the same time coordinate with the People's Committees of provinces and cities in the management and organization of road traffic according to regulations to ensure the installation, adjustment and operation of traffic light systems in accordance with current regulations and actual operating conditions.
The Ministry of Construction respectfully sends to the Delegation of National Assembly Deputies of Ho Chi Minh City to inform voters; sends to the Committee for Petitions and Supervision of the National Assembly to summarize, monitor, and supervise according to regulations.
