On May 25, Minister of Construction Tran Hong Minh signed and issued a telegram on the continued implementation and tasks of implementing decentralization, delegation of authority, and determination of authority associated with the implementation of the local government organization model according to Conclusion No. 155/KL dated May 17, 2025 of the Politburo and the Secretariat.
The dispatch clearly stated that the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels of the Government issued Official Dispatch No. 08/CV-BCD dated May 22, 2025 on reporting the situation and results of decentralization, delegation of authority and determination of authority according to Conclusion 155-KL/TW.
To implement the above tasks, on May 23, 2025, the Ministry of Construction issued Document No. 3946/BXD-PC on developing criteria for reviewing, completing the report content and proposing a plan for decentralization and delegation of authority associated with implementing the 2-level local government model, in which the requirements, tasks, and forms for implementation and implementation of Official Dispatch No. 08/CV-BCD and requesting agencies and units to send reports to the Ministry of Construction (through the Legal Department) were detailed.
However, based on the data of the agencies and units sent to the Legal Department, it shows:
Some agencies and units that have conducted statistics are not complete and do not ensure the accuracy as required in Document No. 3946/BXD-PC, especially regarding the content of counting the total number of tasks/authorities being carried out by the Central Government.
Some agencies and units did not clearly state the reasons for retaining the tasks/ authority of the Central Government.
On the basis of preliminary statistics provided by the Legal Department, up to now, the tasks of proposed decentralization and decentralization from the central level to the locality (from the Government, the Prime Minister to the Ministry/ Minister, from the Ministry/ Minister for the local) have not reached the rate of 20% of the total number of tasks/ competence of the central government.
Accordingly, only a few agencies and units proposed to cut to ensure a rate equivalent to 50% (Vietnam Road Administration, Appraisal Department, Construction Investment Management Economic Department), while the majority of agencies and units have not yet met the requirements.
Based on the remaining tasks at the Central level, the Minister requested the Heads of agencies and units to:
Strictly implement the conclusions and instructions of the Politburo and the Secretariat in Conclusion No. 155-KL/TW and Plan No. 447/KH-CP dated May 17, 2025 of the Government.
Directly direct the review and ensure the proposal to continue decentralizing at least 50% of the total number of tasks remaining.
For the proposed retention tasks, it is necessary to clearly state the reasons, necessity and specific legal basis.
The Minister requested the Heads of agencies and units that have not yet reported in accordance with the requirements of the Steering Committee in Official Dispatch No. 08/CV-BCD to seriously learn from experience.
This is a very important and urgent political task, so the Ministry of Construction requires heads of agencies and units to urgently implement, take full responsibility to the Minister for the implementation results and will be considered for handling responsibilities according to regulations when there are reflections and recommendations on the failure to implement decentralization and complete decentralization.
