Voters in Thai Nguyen reported that in 2024, the Ministry of Construction (formerly the Ministry of Transport) approved the Road Maintenance Management Capital Demand Plan for 2025.
Including the list of "Remending and expanding the road surface of Km25+800-Km62+840, Hanoi - Thai Nguyen Expressway" with scale and solutions to ensure the speed of 100km/h, but so far this project has not been implemented.
Voters in Thai Nguyen province requested competent authorities to promptly implement the project "Repairing and expanding the road surface of Km25+800- Km62+840, Hanoi - Thai Nguyen Expressway" to ensure traffic safety, facilitate traffic and transportation on the route, contributing significantly to the socio-economic development of Thai Nguyen province and neighboring localities.
After studying the recommendations of voters in Thai Nguyen province, the Ministry of Construction provided the following information:
Regarding investment in the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway (CT.07): Implementing the direction in document No. 4108/VPCP-CN dated May 13, 2025 on the proposal to implement the CT.07 expressway complete construction investment project, Hanoi - Thai Nguyen section under the public-private partnership (PPP) method (hereinafter referred to as the Project); The Ministry of Construction has issued Document No. 4554/BXD-KHTC dated June 5, 2025 reporting and proposing to the Prime Minister with the main content:
Considering and agreeing on proposals to expand investment in the Hanoi - Thai Nguyen - Cho Moi expressway and assigning the People's Committee of Thai Nguyen province as the competent authority to organize implementation according to the provisions of Article 5 of the PPP Law;
In case the People's Committee of Thai Nguyen province acts as the competent authority, the Ministry of Construction will coordinate with the locality to implement procedures related to assets and projects according to regulations.
Regarding the proposal of voters of Thai Nguyen province on "... promptly implementing the Project to Repair and Expand the Road surface of Km25+800- Km62+840, Hanoi - Thai Nguyen Expressway", while waiting for the competent authority to consider approving and implementing the Project according to the above plan, the Ministry of Construction will direct the Vietnam Road Administration to pay attention to and perform well the management and maintenance work to ensure traffic safety on the route according to regulations.
