The Ministry of Construction considers abolishing all 20 legal documents issued by the Minister

The Ministry of Construction is drafting a Circular to abolish a number of legal documents issued by the Minister of Construction.

In particular, the Ministry of Construction proposes to abolish all 20 legal documents under the authority of the Minister of Construction as follows:

1. Circular No. 051999/TT-BXD dated July 26, 1999 of the Minister of Construction guiding how to calculate land use fees supported for people with revolutionary contributions according to Decision No. 118/TTg dated February 27, 1996 of the Prime Minister.

2. Circular No. 57/2011/TT-BGTVT dated November 17, 2011 of the Minister of Transport on promulgating 03 National Technical Regulations on auto parts.

3. Circular No. 55/2012/TT-BGTVT dated December 26, 2012 of the Minister of Transport promulgating the National Technical Regulation on decentralization and technical supervision of mobile ships at sea and the National Technical Regulation on decentralization and technical supervision of fixed ships at sea.

4. Circular No. 06/2015/TT-BGTVT dated April 2, 2015 of the Minister of Transport regulates the operating area of cargo ships in the Gulf of Tonkin.

5. Circular No. 82/2015/TT-BGTVT dated December 30, 2015 of the Minister of Transport promulgating the National Technical Regulation on engines used for motorbikes and electric motorbikes and the National Technical Regulation on batteries used for motorbikes and electric motorbikes.

6. Circular No. 09/2017/TT-BXD dated June 5, 2017 of the Minister of Construction guiding the export of lime and gold bulbs.

7. Circular No. 24/2020/TT-BGTVT dated October 13, 2020 of the Minister of Transport on amending and supplementing a number of articles of Circulars regulating the periodic reporting regime in the railway sector

8. Circular No. 26/2020/TT-BGTVT dated October 16, 2020 of the Minister of Transport on amending and supplementing a number of articles of Circulars regulating the periodic reporting regime in the field of inspection.

9. Circular No. 28/2020/TT-BGTVT dated December 23, 2020 of the Minister of Transport on amending and supplementing a number of articles of Circulars regulating the periodic reporting regime in the aviation sector.

10. Circular No. 34/2020/TT-GTVT dated December 23, 2020 of the Minister of Transport on amending and supplementing a number of articles of Circulars regulating the periodic reporting regime in the aviation sector.

11. Circular No. 36/2020/TT-BGTVT dated December 23, 2020 of the Minister of Transport on amending and supplementing a number of articles of Circulars regulating the periodic reporting regime in the road sector.

12. Circular No. 39/2020/TT-BGTVT dated December 31, 2020 of the Minister of Transport guiding the method of developing a price plan, managing public service prices for management, maintaining road traffic infrastructure and road ferry terminal operations on the national highway system using regular budget funding from the central budget when implementing the ordering method.

13. Circular No. 11/2021/TT-BGTVT dated May 21, 2021 of the Minister of Transport guiding the method of valuation and management of public service prices in the field of national railway infrastructure management and maintenance is implemented according to the ordering method using the state budget from regular expenditure funding sources.

14. Circular No. 25/2023/TT-BGTVT dated September 15, 2023 of the Minister of Transport amends and supplements a number of articles of Circular No. 11/2021/TT-BGTVT dated May 21, 2021 of the Minister of Transport guiding the method of valuation and management of public service prices in the field of management and maintenance of national railway infrastructure implemented according to the method of ordering using the state budget from regular expenditure funding sources.

15. Circular No. 37/2021/TT-BGTVT dated December 30, 2021 of the Minister of Transport guiding the price of public service to ensure maritime safety using state budget funds from regular funding sources, implemented by ordering method.

16. Circular No. 01/2022/TT-BGTVT dated January 12, 2022 of the Minister of Transport amending and supplementing a number of articles Circular No. 29/2018/TT-BGTVT dated May 14, 2018 of the Minister of Transport regulating the inspection of the quality, technical safety and environmental protection of railway vehicles and Circular No. 18/2019/TT-BGTVT dated May 20, 2019 of the Minister of Transport guiding the implementation of Decree No. 139/2018/ND-CP dated October 8, 2018 of the Government regulating the business of motor vehicle inspection services.

17. Circular No. 18/2022/TT-BGTVT dated July 20, 2022 of the Minister of Transport on guidance on receiving and handling feedback and recommendations from individuals and organizations on administrative regulations under the management of the Ministry of Transport.

18. Circular No. 31/2022/TT-BGTVT dated December 7, 2022 of the Minister of Transport guiding the price of coastal information public service using state budget funds from regular funding sources, implemented by ordering method.

19. Circular No. 50/2022/TT-BGTVT dated December 30, 2022 of the Minister of Transport stipulates the performance of functions and tasks of competent authorities and agencies signing and implementing investment project contracts under the public-private partnership method managed by the Ministry of Transport.

20. Circular No. 49/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport promulgating national technical regulations on road motor vehicle testing centers.
